Municipal Civil Service Administration Information
- The director administers a system of recruitment for positions in the Municipal Civil Service, including:
- securing applications,
- administering departmental officials,
- certifies names of persons eligible for appointment to vacant positions.
- Establishes and administers a system of service ratings for evaluating the work of employees in the municipal civil service.
- Administers the election process for electing employee representatives to the civil service board.
- Develops, in cooperation with appointing authorities and others, training and educational programs for employees of the municipality.
- Promotes public relations activities to develop public understand of civil service objectives, functions and accomplishments.
- Investigates employees and applicants for suitability of character and qualifications.
- Directs employees’ relations program for the municipal civil service. Performs related work as required.
Nature of Work
This is important and responsible administrative work organizing and directing activities of a municipal civil service program.
- The work of this class requires supervising and directing activities of the civil service department including:
- responsibility for all phases of centralized personnel administration in the municipality including advising the board, city council, mayor, department heads and employees on personnel matters;
- implementing and enforcing civil service rules;
- directing and participating in preparing, conducting, and administering comprehensive programs for: position classification, examinations and pay plan administration.
- The incumbent has full control and supervision over members of the staff; both temporary and permanent and establishes policy for the civil service department.
- Work is performed with board latitude and of integrity under the sole direction, policy and rule-making powers of the civil service board.
- The work is reviewed by the board through periodic conferences and reports and is evaluated on the results obtained.
- Approval of the board is secured on certain matters specified by law on rules and regulations, and on other matters which the incumbent feels are of fundamental importance to the civil service system.
Qualifications, Training and Experience
- Graduated from a four-year college or university with major coursework in Public Administration or Business Administration (preferred but not required),
- substantial-administrative experience in all phases of Human Resource and public personnel management including supervisory and managerial experience.
- or any equivalent combination of education, training and experience.
