SECTION 44-3 TO HAVE A SPEED LIMIT OF 30 MPH FOR OAK ROAD
BE IT ORDAINED BY THE COUNCIL FOR ST. LANDRY PARISH
GOVERNMENT THAT Section 44-3 of the St. Landry Parish Code of Ordinances shall be
amended so that the speed limits for Oak Road shall be 30 mph;
BE IT FURTHER ORDAINED BY THE COUNCIL FOR ST. LANDRY PARISH
GOVERNMENT THAT all other provisions of, and amendments to, St. Landry Parish Code
of Ordinances 44-3 shall remain unchanged and have the full effect of law.

ORDINANCE NO. 2024-030

AN ORDINANCE TO SELL PROPERTIES THAT HAVE BEEN ADJUDICATED TO
ST. LANDRY PARISH GOVERNMENT
WHEREAS, Louisiana Revised Statutes 47:2201, 47:2202, 47:2203 and 47:2204
provide that a political subdivision may provide by ordinance for the sale of adjudicated
property at a public sale.
WHEREAS, Louisiana Revised Statutes 47:2201, 47:2202, 47:2203 and 47:2204
provide that a political subdivision may provide by ordinance for the sale of adjudicated property
at a public sale.
WHEREAS, the St. Landry Parish Government shall offer for sale the following
adjudicated properties with a minimum bid of $500.00 and/or any specified amount due to
St. Landry Parish Government in reference to any liens, judgments, mortgages, and/or
encumbrances that may be on each adjudicated property as follows.

I. This meeting was called to order by Chairman Wayne Ardoin.
Chairman Wayne Ardoin ask that the audience silence their electronic devices.
II. Councilwoman Vivian Olivier led the Pledge of Allegiance and the Invocation.
III. Roll Call: PRESENT: Jody White, Nancy Carriere, Faltery Jolivette,
Mildred Thierry, Ken Marks, Alvin Stelly, Vivian Olivier, Timmy Lejeune, and
Ernest Blanchard. Ex Officio: Wayne Ardoin. ABSENT: Harold Taylor,
Dexter Brown and Jimmie Edwards.
Chairman Wayne Ardoin stated, “Before we go any further I will ask for a motion to
amend the agenda. The meeting was called in reference to Resolution No. 014-2024.
Now we have another Resolution that was added on and would like to be heard today
which is Resolution No. 015-2024.

A motion was made by Councilwoman Mildred Thierry, seconded by Councilman
Faltery Jolivette to amend the agenda to add and approve Resolution 015-2024.

    RESOLUTION OF THE ST. LANDRY PARISH COUNCIL RECOMMENDING
    THAT NO ACTION BE TAKEN ON THE ALLEGED NON-COMPLIANCE OF
    GUILDCO, L. L. C. RELATIVE TO PROGRAM CONTRACT NUMBER
    2080373-ITE
    Parish President Jessie Bellard stated, “In reference to this Resolution GUILDCO
    actually did all of their paperwork and they were non-compliance and the state
    recommended requires us to take action one way or the other and the take of no action
    is what I am recommending because they did file their paper work, it was just late. I
    did get verification from the state and they forwarded everything to me so they are in
    good standings.”
    Chairman Wayne Ardoin questioned, “Has a copy been provided to all of the
    councilmembers?”
    Parish President Jessie Bellard stated, “I am not sure. I have it. I will e-mail it to you
    all.”
    Chairman Wayne Ardoin questioned, “Do I have a motion to approve Resolution No.
    014-2024?”
    A motion was made by Councilman Ernest Blanchard, seconded by Councilwoman
    Mildred Thierry to approve Resolution No. 014-2024.

RESOLUTION NO. 014-2024
RESOLUTION OF THE ST. LANDRY PARISH COUNCIL RECOMMENDING
THAT NO ACTION BE TAKEN ON THE ALLEGED NON-COMPLIANCE OF
GUILDCO, L.L.C. RELATIVE TO PROGRAM CONTRACT NUMBER #20180373-
ITE
WHEREAS, Article VII, Section 21 (F) of the Louisiana Constitution provides that the
Louisiana Board of Commerce and Industry (“Board”) with the approval of the
Governor of the State of Louisiana (“Governor”) may enter into contracts for the
exemption of ad valorem taxes for certain industrial and manufacturing ventures; and
WHEREAS, the Governor has established the terms and conditions pursuant to which
he will approve contracts for the Industrial Tax Exemption (“Exemption”); and. the
Board has promulgated Rules pursuant to which it will approve contracts, all in
accordance with Article VII Section 21(F) of the Louisiana Constitution; and
WHEREAS, the Louisiana Board of Commerce and Industry (“Board”)/ Louisiana
Department of Economic Development (“LED”) and the GUILDCO, L.L.C. confected
agreements under Program Contract Numbers 20180373-ITE
WHEREAS, the Louisiana Board of Commerce and Industry (“Board”) has notified
the St. Landry Parish Government that the GUILDCO, L.L.C. is in non-compliance
with contracts awarding tax exemption, under Program Contract Number 201803373-
ITE and
WHEREAS, the St. Landry Parish Council and Parish President have studied the
grounds for the alleged non-compliance and have determined that the said bases
therefore are not material; and
WHEREAS, the St. Landry Parish Council by Resolution Number 014-2024
previously found no reason for the adoption of any remedial action for previous
alleged violations premised on identical grounds relative to similar contracts between
the Board/Led and GUILDCO:
NOW, THEREFORE, BE IT RESOLVED that the St. Landry Parish Council
recommends that the Louisiana Board of Commerce and Industry and/or LED adopt
no remedial action for the alleged violations of Program Contract Number 20180373-
ITE in so far as and only in so far as the failure of GUILDCO to meet the
requirements of their contract for job creation, job retention, and/or annual payroll
dictates.
BE IT FURTHER RESOLVED that the Parish President and St. Landry Parish
Council have concluded that the responses of GUILDCO relative to the alleged
violations are cogent and reasonable.
BE IT FURTHER RESOLVED that this Resolution applies only to the alleged
violations set forth in the transmittals dated, addressed to the Parish President from St.
Landry Parish the program director of the Industrial Tax Exemption Program
administered through the Louisiana Board of Commerce and Industry.
A motion was made by Councilman Ken Mark, seconded by Councilman
Timmy Lejeune to approve Resolution No. 015-2024.

WHEREUPON, this motion was adopted on this, the 7th, day of August, 2024.

  • RESOLUTION NO. 015-2024

WHEREAS, there may be circumstances in which the cost of a Capital Outlay project
administered through Facility Planning and Control, Division of Administration,
exceeds the agreed upon costs.
THEREFORE, BE IT RESOLVED, by the St. Landry Parish Council that St. Landry
Parish Government is committed to dedicating any amount of construction and change
orders, if any, to cover all costs that exceed State Funding for Capital Outlay Project
“50-J49-23-01 Parish Wide Road Program, Planning and Construction” Administered
through Facility Planning and Control, Division of Administration.
THIS RESOLUTION ADOPTED ON THE 7th DAY OF AUGUST , 2024.

ADMINISTRATIVE/FINANCE COMMITTEE MEETING MINUTES

  1. Chairman Wayne Ardoin called this meeting of the Administrative/Finance Committee of
    the St. Landry Parish Council to order.
    Administrative Finance Chairman Harold Taylor was absent for this meeting
  2. Pledge of Allegiance & Invocation was said earlier in the meeting.
  3. Roll Call: Faltery Jolivette, Ken Marks, Dexter Brown and Ernest Blanchard.

    A motion was made by Councilman Faltery Jolivette, seconded by Councilman
    Ken Marks to appoint Councilwoman Nancy Carriere as Temporary Administrative
    Finance Chairwoman for the Administrative Finance Committee.

  4. Person to address the Committee.
    a. Mr. Lance Armentor (CEO of Opelousas General Hospital) Introduction and
    update on Opelousas General Hospital.

 Mr. Lance Armentor addressed the council. He stated, “Good evening everyone.
My name is Lance Armentor. I am the new President and CEO at Opelousas
General Health System. I want to thank you all for the opportunity to come and
speak with you all for a couple of minutes about who I am and what our plans are
here in the great future of our Hospital. First and foremost I wanted to make sure
that everybody knew that we do have some good support here and I wanted to
announce a couple of the members that came from the Hospital. From my board
we have Mr. Albert Semien which I am sure he is no stranger because I have
traveled with him around town and I don’t think that he ever meets a stranger.
We have Mr. Robert Wolf, another big supporter from our board. We have Dr.
Rachel Tate who is our CMO at the Hospital, Ms. Suzanne Kidder, Chief of HR
and Mr. Tim Marks who is our Vice President of Population Health and all of our
partnerships at the hospital and as you know we have a lot of partnerships.
Myself, a little bit about me, I have been married for right at 19 years to my wife
Samatha and we have five young kids, four daughters and one son ranging in the
age of 2 years old to 12 years old. We recently moved to Opelousas this past
weekend and I am very happy. I have been commuting from Lake Charles to
Opelousas since April. Mr. Dexter I actually think that I am in your Jurisdiction I
moved to the Ranch.”
Councilman Dexter Brown stated, “Mr. Timmy as well.”
Mr. Lance Armentor stated, “I am not sure who’s District I am in but I am on Saddle
Drive, so whoever has Saddle Drive. We are very excited about moving to the
community in Opelousas. I can tell you that coming from Lake Charles I married a
woman that is from Mamou and that brings challenges with in itself. She if very
hardheaded and she definitely has a lot of Cajun roots. The hard thing for us and what
we were so excited about you can’t get a good link of Boudin in Lake Charles anymore.
Lake Charles has lost a lot of its Cajun Heritage and so coming here we are really excited
to be here and be a part of that heritage and raise our kids in this community and be a
very vibrant active member of Opelousas and St. Landry Parish. For the Hospital I will
tell you that I think the future is very bright for the hospital. There are a couple of key
things that I hold very important and it drives my moral compass, it drives my faith and
every decision that I have made is weighed with prayer and what is in the best interest of
OGH and the people that we serve in this community. The first and foremost thing that
this Hospital is going to do moving forward under my leadership is we are going to take
care of the people in this community. We are going to change our culture and we are
going to be a culture that is one that is a servant hospital to the people in this parish and
the community that we serve especially the underserved population. We have a large
underserved population in healthcare here that we own them access to healthcare so we
are going to do that. We are going to take care of our employees and our staff. We are
going to make sure that our employees are treated fair and equal and we are going to
make sure that they have the opportunity to grow. We are going to make sure that they
have avenues for the Youth in this community and other people in this community to be
able to have good jobs and make sure that the hospital stays vibrant in this community.
Lastly, we are going to make sure that we can keep our money here locally. One of the
big things that we are going to do is make sure that we get vendors from this community
an opportunity to do all of the work at the hospital that they can. I think that it is very
important that we keep our money local and we are not hiring vendors from Lafayette,
Baton Rouge or New Orleans. We need to use the people here that are local and use the
people that have been in their own family business for years to help drive the economy
here in Opelousas. Lastly, we are going to invest back into the community. As the
Hospital gets better and we grow we are going to invest back into the youths, education,
school system and we are going to invest into the recreational programs and helping kids
through scholarships and give them great creative avenues to be able to follow their
education and grow within our community. I wanted to take a moment to tell you all
some of the things that we have planned for the hospital and what we are going to do. If

you all have any questions I would definitely be open to answer any of those. I know that
was kind of quick because I only had a short time.”
Councilman Dexter Brown stated, “I would say first of all thank you for coming and
addressing us. I would say take care of your employees and tell them to uphold a great
quality of care for the patience that is upmost the quality of care. Thank you sir. I
appreciate you.”
Mr. Lance Armentor stated, “Thank you Sir. Thank you all.”
 Mr. Robert Carter of Fire District 7 addressed the council. He stated, “Good
evening, my name is Robert Carter. I live in Big Cane. 45894 HWY 361. I am
presently the board chairman for our Fire District and I am looking forward to
continuing that if you all will rule like that. We are thankful for our fire
department. We are a growing fire department and we have a lot of good trucks, a
lot of good people and we have problems like every other fire department that is
voluntary. We appreciate you all supporting us as we support everybody in the
community. Thank you. Do you all have any question?”
Councilman Faltery Jolivette stated, “I do Mr. Carter, how are you? Thank you for
coming. How many years have you served on the Fire District?”
Mr. Robert Carter stated, “Since 2013.”
Councilman Faltery Jolivette stated, “So you are well versed. I see that you are a retired
construction manager as well.”
Mr. Robert Carter stated, “Yes, I did a lot of traveling on jobs.”
Councilman Faltery Jolivette stated, “Thank you for your service. I appreciate you.”
 Ms. Lena Charles addressed the council. She stated, “Good evening to our
Parish President Mr. Jessie Bellard, thank you for being here and all of your
assistance. To our Parish Council men and women thank you so much for
allowing me to have these few minutes. I don’t see the clock so I will talk as fast
as I can. This is our 42nd year for the Southwest Louisiana Zydeco Music
Festival, our theme reflects that. Our theme says ‘It is not broken.’ It is an
unbroken chain and legacy of the Creole Culture in Zydeco Music in St. Landry
Parish. We are so happy to be able to be the keepers of the culture and the tellers
of our own story. For you all as Parish Government St. Landry Parish to have this
as our parish festival means a lot to us. It also means a lot to the people that are
coming from all of the different states, international folks and everyone that
comes down they want to come and see where it all begin. They come to our host
parish which is St. Landry Parish. We do a good job of putting on and organizing
the festival but we could not do it without the support of St. Landry Parish, Parish
Government and all the vendors as well as the business folks that show their
hospitality. Every year we have a kick off of the Zydeco season which is busy
and we are going to be busy because we have to hit everywhere and every nook
and cranny to promote this thing. We want our local folks to be there to be able
to receive the folks that are coming from out of town and from the other states. I
don’t know the influx of people in West Texas that love to come here and they are
on their way. We are especially looking at our hotels and our rentals, we have all
of that on the website, it is not totally updated yet but tomorrow you will have a
special invitation to be at our kick-off of Zydeco Season Opelousas Interpretive
Museum on Main Street between 12:00 p.m. and 1:30 p.m. If you can shake a leg
and take off from your work or other responsibilities we would love for you to be
there. We will be unveiling our card and all of the different activities for that

weekend as well. We take our responsibility as being part of this parish very
seriously. We follow every letter of the law of the ordinance of mass meetings for
an event. This special event is more than a mass meeting for us so we want to
make sure we have everything. All of our insurance and everything is in order so
you as our partner feel that you have a responsible partner to make sure that
everything is in place. So tomorrow we will have a good time, Geno is going to
be there and you will be able to take a photo opt so come down and show your
face is you can stop in and out. I don’t want to keep you all that long but I have
an invitation for you all and I can entertain any questions before I wrap up my
three minutes. Are there any questions or concerns?”
Councilman Timmy Lejeune stated, “I just want to say welcome back.”
Ms. Lena Charles stated, “Thank you. It has been a while. It has been a difficult
journey but thank you all so much. I appreciate you and thank you all for all of your
thoughts and prayers that were with me and my family during this time. A part of me is
missing but the community make up a lot of that part so thank you.”
Councilwoman Mildred Thierry stated, “Ms. Charles I just want to personally say thank
you for all that you do for our Parish. We really appreciate it.”

Administrative Finance Chairwoman Nancy Carriere stated, “I know that you
mentioned tomorrow night they were going to do the unveiling. You did not say where it
was going to be?”
Ms. Lena Charles stated, “I did not say tomorrow night. I said tomorrow between 12:00
noon and 1:30 p.m. That is lunch hour. We specifically want this for the business folks
and our sponsors to come out and we will be unveiling it at the Opelousas Interpretive
Museum. That is across from the old J.B. Sandoz next to City Court. That is where we
are having it. It will be a light refreshment and they can come in and ask questions and
take pictures. That will kick off our Zydeco Season.”
Administrative Finance Chairwoman Nancy Carriere stated, “I to want to take this
opportunity to tell you thank you for all that you have done for the parish and the city.”

    Chairman Wayne Ardoin stated, “If you all could furnish her with the paper work so she

    Parish President Jessie Bellard stated, “Yes that is fine. Whenever an
    Intergovernmental Agreement is approved by the council and the Cooperative Endeavor
    Agreements that is part of the record in this office. I will come and sign it but I am not
    going to take it with me. It should be done in this office and let it say here as part of the
    record. If we are taking them then that is not right we don’t want them.”

Chairman Wayne Ardoin stated, “If you have any from now own you give them back to
her.”
Council Clerk Sherell Jordan stated, “I don’t get any CEA’s. I only have Resolution
and Ordinance that I file in here.”
Chairman Wayne Ardoin stated, “From now own out you will furnish that.”
Parish President Jessie Bellard stated, “Okay so let’s make this clear. If the council
takes action and it is for an Intergovernmental Agreement or a CEA it needs to stay here
and I will come and sign it here and the other party who ever it is with will do the same
thing. That way it does not leave this office and it stays as part of the record that you all
approved. We just don’t want to make sure that it does not leave.”
Council Clerk Sherell Jordan stated, “I am fine with that Mr. Bellard. I scan it in so I
will keep a signed copy on the computer.”
Councilman Faltery Jolivette stated, “I would like to know in the past who has them
after they are signed? The other parties and the Intergovernmental Agreement. As Mr.
President was saying they should not keep them maybe they should get a copy.”
Council Clerk Sherell Jordan stated, “As long as he signs them I can make sure that we
both have a copy.”
Parish President Jessie Bellard stated, “Don’t you bring them upstairs right, don’t you

Legal Counsel Garett Duplechain stated, “For example I have an Intergovernmental
Agreement right now that have been signed with the Clerk of Court and the Parish
Government and I have it across the street. I will bring it to Sherell at the appropriate
time. We will also get an authorization that everything inside the building goes with
Parish Government, the building by Dairy Queen. The Clerk of Courts Building. That
old building that we will take away.”
Councilman Ken Marks stated, “What has been the procedure in the past for the CEA’s?
You mentioned it was done electronically.”
Council Clerk Sherell Jordan stated, “That is something that I do. I scan everything,
Resolutions and Ordinances are kept here. I don’t keep Cooperative Endeavor
Agreements and Intergovernmental Agreements here.”
Councilman Ken Marks stated, “The president just stated that they stay here and he will
come here and sign it and that way you will have your copy.”
Council Clerk Sherell Jordan stated, “That is perfectly fine.”
Councilman Ken Marks stated, “My question is whoever the Endeavor Agreement is
with they will need to get it in a timely manner as well. So how is that being done?”

it to someone I give it to them the next day.”
Councilman Ken Marks questioned, “Do we generate it?”

Councilman Ken Marks stated, “I guess what I am trying to determine is when there is a
CEA or whatever of Governmental Entities, how do we know that it is being forwarded
to those people as well in a timely manner? I had an incident and it was a little delayed
so I had to call and find out where it was. That is all that I am asking.”
Parish President Jessie Bellard stated, “I think that is the one that Garett has in his
office right now.”
Legal Counsel Garett Duplechain stated, “Also there is one with St. Landry Parish
District 6 Public Works Commission. That one will be transported here where it will
have a signature from the Chairman, Mr. Fitzgerald and from Jessie. That will go to
Sherell so she will keep it here. The details of that is being worked out. I was notified
about it right before I walked over here so I will talk to Jenny about it tomorrow.”
Councilman Ken Marks stated, “My point is that I was at the District 6 meeting and they
have received information about the CEA and their obligations financially. Their
questions were: What if the expenditures go over what has been projected is the new
CEA going to be waived or will there be some type of adjustments?”
Legal Counsel Garett Duplechain stated, “I talked to them today. If the cost goes over
the estimated amount by 20% they are good with that and they have obligated to facilitate
50%. Their concern is this: What if the cost is more than 20% over? I got that
information right before I walked over here so I was going to bring that to Jenny
tomorrow morning.”
Parish President Jessie Bellard stated, “We will work that out.”
Administrative Finance Chairwoman Nancy Carriere stated, “I have one question. It is
almost what you all are asking and I don’t think that it directly got answered. My
question is this: In the past we have done CEA’s with other entities such as the city. We
have had issues where it was not signed or nobody had a copy of it. I know where we are
going moving forward but going back someone may say that we had an agreement with
the parish and nobody has a copy of that agreement is what I am trying to figure out.”
Council Clerk Sherell Jordan stated. “It should be in Mr. Bellard’s Office.”
Administrative Finance Chairwoman Nancy Carriere stated, “He said he does not have
copies where are those copies?”
Parish President Jessie Bellard stated, “Which copies are you speaking of?
Administrative Finance Chairwoman Nancy Carriere stated, “Anything from the past.
Any agreements that we have had. We have had agreements from the past with the city
and other entities so if they come back and ask about them. Since you don’t have them
and she does not have them where are they?”
Legal Counsel Garett Duplechain stated, “Madam Chairman, a lot of those agreements,
if you want to know what is in them they are in my computer and I have hard copies at

my office if we want to know what is in them. Now the signed copies I think they are
with Sherell.”
Council Clerk Sherell Jordan stated, “No, they are not with Sherell. I do not have any
signed copies. The only thing that I am responsible for are the Resolutions and the
Ordinances. I asked for the signed copies of the CEA’s on purpose so I can keep them
here in case someone ask for them and they will be at my fingertips because I scan them
in.”
Administrative Finance Chairwoman Nancy Carriere stated, “So that is my point.
Garett if you have anything on your computer.”
Legal Counsel Garett Duplechain stated, “I have unsigned copies on my computer. I
have forms of all of the contracts that we have done. Now the signed copies, our clerk, I
think scans them in or she wants to scan them in or she will scan them in so someone will
just come here and they can get a signed copy from our clerk.”
Council Clerk Sherell Jordan stated, “Yes, that is what I want to do.”
Administrative Finance Chairwoman Nancy Carriere stated, “The unsigned copies that
you have in your computer is what I am concerned about. We have had that issue with the
city recently. From years ago we were suppose to have it that everything was signed and
it was not and now it is an issue now. So that is what I am asking about anything that is
unsigned.”
Legal Counsel Garett Duplechain stated, “Everything gets signed once it leaves my
computer. I have hard copies but the signed copies would go to our clerk and not me.”
Administrative Finance Chairwoman Nancy Carriere stated, “Just make sure that she
has a copy of it because if it comes back we need to be able to produce that it was signed
and she needs to have a copy of it because everybody does not go to your office for a
copy they go to Sherell for a copy.”
Parish President Jessie Bellard stated, “I think it is a simple process that it does not
leave this area until it is signed. After it is completely signed then everybody who sign
gets copies of it but the official record stays here with minutes of the meeting. I think
that is the easiest way to make this happen so we don’t have that confusion.”
Administrative Finance Chairwoman Nancy Carriere stated, “That is fine. I think we
are all on the same page because nobody knew that.”
Council Clerk Sherell Jordan stated, “Correct.”
Councilman Ken Marks stated, “So again that is the new process going forward.”
Council Clerk Sherell Jordan stated, “Yes, I would like that process.”
Councilman Faltery Jolivette stated, “I am understanding that the copies that Garett has
are we going to get hard copies or scanned copies so that Sherell can keep these on file?
Administrative Finance Chairwoman Nancy Carriere stated, “Yes, Garett said he was
going for forward it to Sherell.”
Legal Counsel Garett Duplechain stated, “Yes, Sherell will have all of the signed
copies. If someone wants a copy they will come here and Sherell will have it. Just as a

Intergovernmental Agreement I would come here and then if Sherell has it scanned in

to get with Mr. Bellard’s Office. They are the ones who should have all of the signed
copies because you all are approving it here and he is signing it there. I would just have
to go to him and see what signed copies we are missing and I will scan it in the computer
and we will be done with that.”

  1. Public Works Chairwoman Vivian Olivier called this meeting of the Public Works
    Committee
    of the St. Landry Parish Council to order.
  2. Roll Call: Jody White, Mildred Thierry, Alvin Stelly, Vivian Olivier and Timmy
    Lejeune. Ex-Officio Wayne Ardoin. ABSENT: Jimmie Edwards.
  3. Person to address the Committee:
     Mr. Jerry Domengeaux Addressed the council. He stated, “Members of the
    council my name is Jerry Domengeaux. For those of you that I have not meet
    previously I currently serve as Chairman of the Drainage District No. 1 in Ward 2.
    My appointment is coming up and I have sent my application in to the office for
    your consideration. We currently have approximately 12 miles of Channel in our
    District which we currently have no problems with. The largest one in our District
    is Bayou Bo-Bay. As people bring us complaints we have taken care of them, we
    currently have no problems with it. I am here to introduce myself to you and ask
    for your consideration for my re-appointment. Do you all have any questions?”
    Councilman Ken Marks stated, “Mr. Domengeaux thanks for being here. Could you tell
    us where your District is incorporated or where your district cover so there won’t be any
    issues or confusion anywhere? I would appreciate it.”
    Mr. Jerry Domengeaux stated, “We cover all of Sunset and Grand Coteau. We go up on
    HWY 182 out of Sunset up to Bayou Bo-Bay going on HWY 93 toward Cankton we are
    approximately 1 mile that way. On HWY 182 going towards Bayou Carencro we go up to
    the Carencro Bayou but coming west, nothing east because that is in another Drainage
    District. On the north end we tie in and Bo-Bay is our boundary which ties into Bayou
    Calahan.
    Chairman Wayne Ardoin stated. “Ward 1 South Drainage District boarders with you. I
    think you boarder with Prairie Bass.”
    Mr. Jerry Domengeaux stated, “Prairie Bass is on the east of us.”
    Councilman Ken Marks stated, “Thank you, on your tax dollars your annual funds that
    you are generating is that number available here?”
    Mr. Jerry Domengeaux stated, “Probably on an annual basis of $200,000.00.”
    Councilman Ken Marks stated, “A couple of hundred, okay. It is really not adequate I
    would think to do a lot of the things you need to do.”
    Mr. Jerry Domengeaux stated, “We have been fortunate to be able to maintain throughout
    the years but our biggest one is Bayou Bo-Bay. When you get into that one it will lead the
    funds out fund pretty good.”

Councilman Faltery Jolivette stated, “Jerry I just want to say personally thank you and I
appreciate you coming and answering questions and your presentation, it is a pet-peeve of
mine. We want to say thank you for what you do and we appreciate it. How many years
do you have running now with the drainage board?”
Mr. Jerry Domengeaux stated, “I have been there probably a year and 1⁄2 to two years
after it was created. I served for 2 terms and then I was elected to the school board. When
I got off of the school board I think this is my second term back on the board.”
Councilman Faltery Jolivette stated, “Welcome back and thank you.”
 Ms. Doris White addressed the council. She stated, “Hello, I have been here
before and I am back with the same subject of the Environment and the condition
of the parish. Can you all here me? Okay. The purpose of money is to improve
one standard of living that is why we all work for money, right? Your purpose too
I believe is the same thing and that is to improve the standard of living of the
people that you represent. Is it not?”
 Councilman Faltery Jolivette stated, “It is, yes Ma’am.”
 Ms. Doris White stated, “I would hope so. The Solar People have come in and this
governing body will receive some funds or have received some funds. In other
words you have the money that have not improved our standard of living instead it
has lowered the standard of living in our community. The property value in our
community have gone down. We are largely of a small farming community with a
lot of retirees who come in with a fixed income. We have people with a good
income that comes in and retire in that area and they are not going to come
anymore when they are going to see acres and acres of panels. In my situation I
thought I was living in the country and now I have a huge power plant in front of
my house with the lights that shine through my living room. This is not improving
our standard of living. I understand that the windmill thing is still in the making
and I urge you to oppose this, these windmills. It is immeasurably worse than the
solar energy. People living a mile from these windmill farms are affected by them
and their communities are affected by them and nobody is going to come and build
a home and retire in those areas with these huge windmills and solar panels all
over the place. I am urging you to oppose any establishment of windmills in our
community and in the whole parish because it is detrimental to the people of the
parish, it lowers the standard of living and it prevents people from coming in and
building and living in those areas. It will ultimately reduce the property tax that
you receive from the people living in that area. While I am at it I would like to say
if the money that come in from the Solar people be spent by you at least 50% of
that should go to the community that were affected by the solar panels. We should
get 50% of the monies and I urge our representative, Ms. Mildred Thierry to
advocate for us that our community be improved because it has been dis-improved
to put it simply. I urge you again to refuse the windmills that are coming into the
community because it destroys the community and that is not your job, your job is
to improve the community. Thank you.”
 Parish President Jessie Bellard stated, “So the property values in those areas have
gone up. The property value have gone up in that area tremendously and that is
facts that is not just hearsay. So the property value have gone up and it has been
up for farmland, $5,500.00 per acre of commercial property. Every piece of land
that the Solal Panel owns went up in property value. The farmers and the
landowners who farm that area or own the land has the right to put whatever they
want to put on their property, we don’t control that nor should we. If you live in
the country you want to live in an environment where you can decide what you
want to put on your own property far being from government to tell you what you
are going to do with your property. When it comes to the windmills the same thing
applies, with the windmills we have two companies that are talking to us right now
in Evangeline Parish and Acadia Parish. From Lawtell to Eunice there is a trough
that runs from Acadia all the way to Evangeline Parish and they already leased out
13,000 acres of land. By the time they get to us it is done. We don’t have a magic

wand to think 5 years ago what they should have done. As far as the people and
the farmers they are all happy with the benefits of the Solar Farms and everything
else. I am not advocating for anything other than what the people who owns the
property want, not what the neighbors want because the neighbors live there and
they don’t want me telling then what to do with their property. I am worried about
the people that is going to be affected by the Solar Farms and the Wind Farms and
that are the ones that are leasing out their property and gaining the property value.”
 Councilman Timmy Lejeune stated, “I have a question Mr. Bellard. The property
that was leased for the Solar Farm they were leased a long time ago like a mineral
right on a lease. They did not come to us first am I correct? They went to the
people a long time ago.”
 Parish President Jessie Bellard stated, “Three and four years before they were
coming to us.”
 Councilman Timmy Lejeune stated, “So it is the neighbors that leased their land
to these people to do what they done, it is not us.”
 Ms. Doris White stated, “Many times it is not our neighbors it is the absentee
landowners.”
 Councilman Timmy Lejeune stated, “It makes it difficult for the ones who owns
the land it is their property to do what they want.”
 Ms. Doris White stated, “So you have nothing to do with it.”
 Parish President Jessie Bellard, “By the time it gets to us.
 Ms. Doris White stated, “When it gets to you what you have to do with it?”
 Parish President Jessie Bellard stated, “When it gets to us the only thing that we
are doing is making deals with these companies to get the best bank for our books
for the parish.”
 Ms. Doris White stated, “If you refuse to make a deal with them what happens?”
 Parish President Jessie Bellard stated, “Then we lose out.”
 Ms. Doris White stated, “Then they don’t have a deal.”
 Parish President Jessie Bellard stated, “We lose money and the landowners get
nothing.”
 Ms. Doris White stated, “Well.”
 Parish President Jessie Bellard stated, “No, No, that is not how that works. We
are here to make sure that we take care of the people whoever that may be. Just
because some land owners don’t live on the property doesn’t say they are not a
landowner. I get it that the people who lives next door are mad because they have
a windmill or they have a solar farm.
We don’t have zoning in this parish for a reason because we believe in people
doing what they need to do for their property on their own property. It would be
like if I go to your place and tell you what kind of fence you can put in your front
yard, that is not what we do, that is not government. We let the people in the
country do what they need to do. That is why people leave the city and go to the
country.”
 Ms. Doris White stated, “So a commercial project can come anywhere in the
parish and we don’t have anything to say about it.

 Parish President Jessie Bellard stated, “Yes Ma’am that is correct. We have no
law on the books that tell us that we can do anything about it. Commercial or
Residential it does not mean anything to us because we have no zoning. If the
subdivision have these laws that they put in place for their own, it is called
Subdivision Rules, they can restrict people from going in their subdivisions but
there is no law against it. There are a lot of things that happens in the parish that
everybody loves to have the freedom until it is right next door.”
 Ms. Doris White stated, “Who is advocating for the neighbors?”
 Parish President Jessie Bellard stated, “The neighbors can come to the council
meeting or come to my office and I can tell you the same thing I will say and this
council is going to say. We don’t have a law on the books that says we can
prevent them from coming in.”
 Ms. Doris White stated, “This body should be able to advocate for the neighbors.
It should not be allowing companies to come in and destroy the way of life and say
we don’t have nothing to do with it.”
 Parish President Jessie Bellard stated, “We follow the law. There is no law on
the books that says that we can’t. In fact if we would deny them permits they
would bring us to court and win because there is no law backing us up to deny it.
There are a lot of things that go along with this that people don’t realize until the
solar farms are in place and now the wind farms wants to come in. There is no
zoning.”
 Ms. Doris White stated, “I would prefer that you all find some way to advocate for
the little guy. There should be a law that says that landowners who don’t live in
the parish cannot affect this parish the way that they have. An absentee
landowner.”
 Parish President Jessie Bellard stated, “But the landowners own the land and that
is who pays us taxes.”
 Ms. Doris White stated, “I propose that you all find some ways to help out these
communities. It will get much, much worse when the windmills come in. I find it
hard to think that the property value next to a windmill is going up.”
 Parish President Jessie Bellard stated, “Whenever you get your tax roll this year
everybody will be surprised at how much the taxes will go up in that area.”
 Ms. Doris White stated, “So what makes the tax value go up?”
 Parish President Jessie Bellard stated, “That property over there is commercial
property now.”
 Ms. Doris White stated, “Oh, it becomes commercial property.”
 Parish President Jessie Bellard stated, “Yes, Ma’am.”
 Ms. Doris White stated, “So the farming community and the retirement
community is being turned into a commercial property.”
 Parish President Jessie Bellard stated, “No Ma’am if you live at your house and it
is just your house then you will have no problems. If the commercial property that
is next door to you and the landowners are going to send a bill which is going to be
up and it is all about taxes.”
 Ms. Doris White stated, “You all will need to make some new laws. Thank you.”

 Councilwoman Mildred Thierry stated, “It is my understanding that these solar
companies provide some community funds to the schools in the area.”
 Parish President Jessie Bellard stated, “Correct, yes Ma’am. Each one put
money up and I want to say it was $250,000.00 for the schools especially in
District No. 4 in your area, yes Ma’am.
 Ms. Doris White stated, “Do you have a record of which schools?”
 Parish President Jessie Bellard stated, “Yes Ma’am we do.”
 Ms. Doris White stated, “Can I get a copy of that.”
 Parish President Jessie Bellard stated, “Definitely.”
 Ms. Doris White stated, “I will be by to pick it up. I still would like to advocate
that we get 50% of all of the money.”
 Parish President Jessie Bellard stated, “Oh trust me she does.”
 Councilman Timmy Lejeune questioned Ms. Doris White, He stated, “How
many acres of land do you own?”
 Ms. Doris White stated, “In that community about 40 acres.”
 Councilman Timmy Lejeune stated, “You have 40 acres of land in that
community, do you have land somewhere else besides that community?”
 Ms. Doris White stated, “I do.”
 Councilman Timmy Lejeune questioned, “How many acres do you have in the
Parish if you had to guess totally?”
 Ms. Doris White stated, “That is the only one that I have in the parish.”
 Councilman Timmy Lejeune stated, “So if someone approached you to dig an oil
well on your 40 acres and they would tell you that you would get $100,000,000.00
a year in revenue would you not put that oil well on your property to protect the
noise that it would create in your community?”
 Ms. Doris White stated, “I might not. They approached me to pay me $38,000.00
just to run a line through my front yard and I refused. Now we have a plant right
in front of me but the light shines in my bedroom. An old lady living next to me
who is partially blind says there is light that is coming into her house and it is very
confusing to her.”
 Councilman Timmy Lejeune stated, “Mr. Bellard, can you check on that please.
Thank you.”
 Chairman Wayne Ardoin questioned, “Mr. Bellard, on the books do we have any
ordinances or anything as far as those Solar Panels?” There is one on HWY 167, I
know I passed there just the other day. The grass has gotten out of hand. Do we
have anything on the books where they have to clean up there?”
 Parish President Jessie Bellard stated, “Yes, they have to take care of everything

 Mr. Leroy Randall Jr. addressed the council. He stated, “Good evening. My
name is Leroy Randall Jr. I am a Board Member for Fire District No. 7. I am here
tonight because we have to renew our membership and we were told as new
members we would have to come to the council to introduce ourselves. I have
been a member for at least 6 years. I am not technically a new member I am just
renewing my membership. I don’t know if that was a misunderstanding or is this
the new standard?
 Parish President Jessie Bellard stated, “No, it is not a misunderstanding. This for
every member that wants to be re-appointed or a new appointment. You are here
at the right time.”
 Mr. Leroy Randall Jr. stated, “I am here to introduce myself. My name is Leroy
Randall Jr. as I said earlier. I don’t know if there is anything else you all need
from me. Are there any questions?”
 Councilman Timmy Lejeune stated, “I want to thank you for coming, we
appreciate it. We would like to put a face with the people that we appoint for the
board. I am very grateful that you came by.”

  1. Public Works Report:
    a. Update on Leasing Equipment
    Parish President Jessie Bellard stated, “That is the other thing that Mr. LeFleur was
    going to be touching on. It is $1,800,000.00 of equipment that we are going to be buying
    instead of leasing. He has a schedule and he is figuring it out. I am hoping by the full
    council meeting he will be here and he will be able to present what we are going to be
    doing.”
    Councilwoman Nancy Carriere stated, “The $1,800,000.00 is it possible that we can get a
    list of what those equipment’s are?”
    Parish President Jessie Bellard stated, “Definitely, he was suppose to be here tonight to
    present it. I will make sure that you all get it ahead of time before the next meeting.”
    Councilwoman Nancy Carriere stated, “Thank.”
    Mr. Barry Soileau, Public Works Director addressed the council. He stated, “In the

Councilman Timmy Lejeune questioned, “Do you have a lot of tree debris pick up left?”
Mr. Barry Soileau stated, “I would say that we are like 80% done on the tornado stuff.
People are cleaning their property and they are putting it back. Now we are having to
double back. We have two trucks running every day and a dump trailer.”
Councilwoman Nancy Carriere questioned: Mr. Soileau, thank you for all that you do. I
want to start off with a positive. I want to know, Mr. Bellard, do we have any more
money that the state had given us? And are we doing everything with the parish funds is
that Correct?”
Parish President Jessie Bellard stated, “Right, the time frame that was given to us
everything was allocated. We have not received the funds back yet but we applied.”
Councilwoman Nancy Carriere started, “So we don’t have any other contractors but our
parish government employees that are picking up all of the debris from the storms.”
Parish President Jessie Bellard stated, “They are picking up debris parish wide every
day. It is not so much as a storm related it is just in general.”
Councilwoman Nancy Carriere stated, “I saw on TV that they were cleaning up at Moosa
in Eunice. It is still our employees or did we contract that out?”
Parish President Jessie Bellard stated, “No that is our employees and myself. I would be
there right now if I was not here.”
Councilwoman Nancy Carriere questioned, “What is the time limit left if we are doing
that work?”
Parish President Jessie Bellard stated, “We don’t have a time limit.”
Councilwoman Nancy Carriere stated, “We are not almost complete is what I am
saying.”
Parish President Jessie Bellard stated, “We have a lot of work to do. I am almost
finished with the second story on the back side. I have another two hours or so on that one
to take it down. Then we have the big piece in the front. I am thinking within the next six
weeks we will be finished. All of that concrete has to be picked up and grinded and put on
roads and stuff. What we are doing with the material is that we are averaging a little over
$1,000.00 a day that is being brought to the scrap yard on metal. The material that is
picked up and brought to the yard will be material that will be put down underneath our
roads that don’t have a bottom. We have some roads that no matter what we do with them
we can never put enough lime stone on them. We are going to take the top layer off and
put this material at the bottom and come back on top and hopefully we can start having
bottoms to some of these little country roads that goes to nowhere but a farm. A lot of
these rice fields and stuff that stay wet. We have a lot of material that we are going to be
using but everything is being done by the people here. We even have 2 women that are
driving dump trucks for us right now and they work in the office and they can drive a
truck, in fact that is where Cynthia is at right now.”
Councilwoman Nancy Carriere stated, “Is that our property? Will we be discussing what
we will be doing with it?”
Parish President Jessie Bellard stated, “So the Hospital District that meets once a year
there when I went to their last meeting they were going to do some things with that
property that did not meet. I was not going to sign no paper. That is why we are going to
demolish it and it will be sold at Public Auction or however way that it needs to be done.
Whatever money that we receive from that goes back to the parish to pay us back for the
labor that we put in place over there and equipment.”

Councilwoman Nancy Carriere stated, “I just want to understand, when it is going to be
sold at the Public Auction is this going to be separate from Adjudication? Will this be a
separate auction? Will that be for the Public?”
Parish President Jessie Bellard stated, “That is right correct. We will keep one of the
buildings. One of the building is 13,000 square feet and all it needs is a roof on it. The
bones are still good on the inside. Hopefully we can get a grant to refurbish it and put it
back into office complexes or whatever. It looks like we are going to have about 2 acres
to sell once we complete demolition and bring it back down to ground level. The other
part will stay for the parish and they have another couple of acres around the area that we
own as a parish but all of that is going to stay and hopefully we can make something out
of it.”
Councilwoman Nancy Carriere stated, “Again Mr. Soileau thank you for all that you do.
I know that we spoke last week about the grass cutting. Are we cutting and spraying or
are we just cutting?”
Mr. Barry Soileau, Public Works Director stated, “Both.”
Councilwoman Nancy Carriere stated, “I know you were moving along in the parish. So
I want to thank you very much again.”

    hearing at 4:15 p.m. is not giving a lot of people the opportunity if they wanted to come in
    and be a part of the Public Hearing. Most people if they are still working they are still
    employed at that time. We have our own two council clerks they are still on the clock at
    4:15 p.m. It is my recommendation that we consider and I will forward to the full council
    looking at starting no earlier than 5:00 p.m. and I will have more ideas that I will bring up

before the full council with this. I would like to make a motion that we look at and
discuss what we can do to make sure we don’t start any Public Hearings at 4:15 p.m.
because the public does not have the opportunity to weigh in on it at that time.”

    that have been drawn up and none have been acted on but your attorney have drawn one
    up that maybe we can look at?”
    Parish President Jessie Bellard stated, “Yes we have one that is going to be brought for
    the 21st meeting. Right now he is almost finished. After he gets finished I will send it to
    Garett so they can look at it and then we will bring it to the council on the 21st of August.
    Chairman Wayne Ardoin stated, “Then you will have a price tag as far as what it will
    cost those owners that are adjoining on that road?
    Parish President Jessie Bellard stated, “Yes Sir. It will not be a price like a set amount.
    It will be hourly rates and stuff. It will not be a set amount like for a grader or anything.
    It is whatever the cost is going to be for that job. That way we don’t have to worry about
    coming back to change an ordinance to change the prices.
    Chairman Wayne Ardoin stated, “On the material wise, let’s say there is no material and
    you know what road I am talking about, Fleur Des Coteau, there is a gentleman right
    before the range. He went in and took it upon himself and all of the neighbors saw what
    he was doing but he dug a hole in the road to be to the bottom of it I guess and he was
    going to put some material in it and it started raining then they have a duck pond on the
    road so everybody have to go around on the highland and it causes chaos. That is why I
    am bring it back up so we can try and come up with something. When you are going to
    have the ordinance drawn up everybody is going to have to pitch in or nothing is going to
    be done.”
    Parish President Jessie Bellard stated, “There is a couple of ways to do it. You are right
    they are going to have to agree to sign over the right to be on the private property is
    number one but they don’t all have to pay as long as the price that is agreed up is paid and
    we have to make sure that we can get on the property that is the key thing. Not everybody
    wants to pay and that is okay.
    Chairman Wayne Ardoin stated, “As long as they come up with the amount of money
    that we are asking for, the hourly rate or whatever we are going to ask for.”
    Parish President Jessie Bellard stated, “Yes sir.”

people that have to sign the right of way have you all have the percentage?
Parish President Jessie Bellard stated, “It will be in the ordinance whatever that number
will be. I did not see a draft of it yet.
Councilwoman Nancy Carriere stated, “I was just wondering what you were looking at.
If one person can stop the whole show at the beginning.
Parish President Jessie Bellard stated, “If was depending on what type of work that
needs to be done. If it was going to be a complete overlay what they did in the past they
were on assessment on the properties where not everybody had to agree to do it but the
majority could do it on that road, this is a little bit different as for the maintenance of it.
The maintenance is going to have to be where they allow us on the road. If it is going to
be an overlay project and whole group gets together and 51% agree there is a difference.
There are two separate ways to do this and we are going to have the options of both of
them in the ordinance.
Councilwoman Nancy Carriere stated, “The second question that I have is this: I don’t
know who we are going to be getting to do the work, will it be us because we will be
billing them and making some money so are we prioritizing our work over doing private
roads? I am for helping private roads but I am just curious to know that we have some
grading and we have some work to be done so how is that going to work?”
Parish President Jessie Bellard stated, “As everybody know right now we don’t have it in
place so it is going to be a work in progress. Keep in mind that people who live on these
private roads they still pay taxes.”
Councilwoman Nancy Carriere stated, “I agree with you 100%.”
Parish President Jessie Bellard stated, “I am not going to be able to justify taking the
crew off of a road to go and do this unless it is considered an emergency.”
Councilwoman Nancy Carriere stated, “I would agree, that is fine. Thank you.”
Chairman Wayne Ardoin stated, “Mr. Bellard in the case of Fleur Des Coteau, the center
of the road a person owns that half and the other person owns it across the street so how
are we going to handle that? Are you going to have some verbiage in there to get this
together where as they all will have to agree? Everybody will have to sign a right-a-way
there.”
Parish President Jessie Bellard stated, “If they don’t all agree then we will have a
problem. It will be up to them to decide among the group. That would be consider as an
emergency since day one.”
Chairman Wayne Ardoin stated, “I know that we have drawn up 3 ordinances and none
of them have come into play yet.”
Parish President Jessie Bellard stated, “I think this one will be something that we will be
able to work with or at least start with. We will have some issues but we have been
looking at other parishes and trying to understand how they do theirs and not many do
anything with private roads.”

being resolved. Thank you very much.”

    Councilwoman Mildred Thierry stated, “Madam Chair I think this item has already been
    taken care of earlier in the meeting.”

    Councilman Timmy Lejeune stated, “Mr. Bellard on Tecumseh Loop there are vehicles
    that park on the end of the road I don’t know if they are using it for a parking lot the
    community is complaining about that.
    Parish President Jessie Bellard stated, “It is a Sheriff’s Office. If it is on the roadway it
    will be a violation of the statue.”
    Councilman Timmy Lejeune stated, “They do nothing. They have called.”
    Parish President Jessie Bellard stated, “I will call the sheriff tomorrow and see what we
    can do.”
    Councilman Timmy Lejeune stated, “Okay thank you.”
    Chairman Wayne Ardoin stated, “I just want to make an announcement that I have
    received word from Mr. Chris Chavez of DOTD. They are going to shut down HWY 178
    Bridge across Bayou Bourbeux by the Dimmick Property. They will shut the bridge down
    and repair it. There are some pilings that are bad and they will start an overlay project. I
    spoke to Representative Dustin Miller and they are in the process of overlaying that road
    from Domengeaux Lumber Company at HWY 182 in Sunset to HWY 182 at the Old
    Harold Fontenot Grocery Store. That is in the process. They were going to close the road
    yesterday but he put it back another week. They are going to close the road first to fix the
    bridge then they are going to start overlaying. Dustin Miller advised that there were some
    verbiage in the bill to overlay that road and they are going to have all of that taken care
    of.”
    Public Works Chairwoman Vivian Olivier questioned, “Where are they going to end it?”
    Chairman Wayne Ardoin stated, “They are going to end it at HWY 182 to HWY 182.
    That is the short cut to go to the back side of Sunset. That separate you and I in District 8
    and District 9. Chris Chavez of DOTD advised it. Thank you and that is all that I have.”

    A motion was made by Councilman Timmy Lejeune, seconded by Councilman Jody
    White adjourn the Public Works Committee.
    On roll call vote: YEAS: Jody White, Mildred Thierry, Alvin Stelly and Timmy
