AN ORDINANCE TO PROHIBIT MOBILE HOMES, MANUFACTURED HOMES, AND
MODULAR HOMES FROM BEING LOCATED ON THE FOLLOWING ROADS AND STREETS
IN ST. LANDRY PARISH
WHEREAS, St. Landry Parish is entitled to make land use and historic preservation
ordinances to ensure that no particular individual may make use of his private property to
the severe detriment of others, and to preserve the historic heritage and character of the
Parish.
WHEREAS, St. Landry Parish Home Rule Charter Sections 1-02 and 1-06 establish that the
Parish has the special power to pass all ordinances necessary to promote, protect, and
preserve the general welfare, safety, health, peace, and orderly conduct of the Parish.
BE IT ORDAINED BY THE COUNCIL FOR ST. LANDRY PARISH GOVERNMENT
THAT mobile homes, manufactured homes, and modular homes are prohibited from
being located on the following roads and streets in St. Landry Parish:

AN ORDINANCE TO AMEND SECTION 42-54 – PARI-MUTUAL LIVE RACING FACILITY

WHEREAS, Louisiana Revised Statute 47:2202 B. states that the governing authority of
each political subdivision may allow an adjoining landowner to purchase adjudicated
property for any price set by the governing authority without public bidding at a public
meeting of the governing authority; provided, that the governing authority determines that
the adjoining landowner has maintained the adjudicated property for a period of one year
prior to the sale. Such a sale shall be deemed a public sale.
WHEREAS, the St. Landry Parish Government has determined that Linda Hickerson is
the adjoining landowner of adjudicated property and has maintained said adjudicated
property for a period of one year or more, and thus, Linda Hickerson, may purchase the
adjudicated property through a public sale without public bidding.
BE IT ORDAINED BY THE COUNCIL FOR ST. LANDRY PARISH GOVERNMENT

XI. RESOLUTIONS TO BE ADOPTED:
RESOLUTION NO. 036-2025
WHEREAS, the Louisiana Legislature enacted requirements for solar power
generation facilities in Louisiana, in Title 30, Chapter 12, Renewable Energy, of the
Louisiana Revised Statutes, contained in LA R.S. 30:1131, et seq, and these statutes
became effective on August 1, 2025.
WHEREAS, LA R.S. 30:1142 B., allows a parish that has adopted solar
ordinances to opt out of the siting requirements of the Louisiana Revised Statutes Title
30, Chapter 12 requirements for solar power generation facilities.
WHEREAS, St. Landry Parish Government adopted ordinances for solar power
generation facilities prior to the year 2025.
WHEREAS, it will be beneficial to St. Landry Parish for the St. Landry Parish
Government to use the Ordinances regulating and governing solar power generation
facilities that have been enacted into the St. Landry Parish Code of Ordinances, and for
St. Landry Parish government to opt out of the siting requirements for solar power
generation facilities in Louisiana, contained in Title 30, Chapter 12, Renewable Energy,
of the Louisiana Revised Statutes, and contained in LA R.S. 30:1131, et seq.
BE IT RESOLVED, that the St. Landry Parish Council does hereby resolve to
opt out of the siting requirements for solar power generation facilities in Title 30, Chapter
12, Renewable Energy, of the Louisiana Revised Statutes, contained in LA R.S. 30:1131,
et seq, as per LA R.S. 30:1142 B., which allows a parish that has adopted solar
ordinances to opt out of the siting requirements of the Louisiana Revised Statutes Title
30, Chapter 12 requirements for solar power generation facilities.
BE IT FURTHER RESOLVED, that the St. Landry Parish Council does
hereby resolve to forward an original copy of this resolution to the Louisiana Department
of Conservation and Energy.

RESOLUTION NO. 037-2025
WHEREAS, the Code of Federal Regulations, as enacted by the United States
Congress, mandates that all structures defined as bridges located on all public roads shall
be inspected, rated for safe load capacity, and posted in accordance with the National
Bridge lnspection Standards, and that an inventory of these bridges be maintained by
each state; and
WHEREAS, the responsibility to inspect, rate, and load post those bridges under
the authority of St. Landry Parish, in accordance with those Standards, is delegated by the
Louisiana Department of Transportation and Development to St. Landry Parish.
NOW,THEREFORE, BE IT RESOLVED BY THE PARISH OF ST. LANDRY
PARISH, LOUISIANA, convened in Regular Session on the 19th day of November that it
does hereby certify to the Louisiana Department of Transportation and Development
(DOTD) that for the period of January 1, 2025 through December 31, 2025:
- The Parish will perform all interim inspections on all parish-owned or maintained
bridges in accordance with the National Bridge lnspection Standards and Specifications
for the National Bridge lnventory; - All bridges owned or maintained by the Parish will be structurally analyzed and rated
by the Parish as to the safe load capacity in accordance with the American Association of
State Highway and Transportation Officials (AASHTO) Manual for Bridge Evaluation.
The load posting information that has been determined by DOTD for all bridges where
the maximum legal load under Louisiana State Law exceeds the load permitted under the
operating rating as determined above will be critically reviewed by the Parish.
Load posting information will be updated by the Parish to reflect all structural changes,
any obsolete structural ratings, or any missing structural ratings; - All Parish-owned or maintained bridges, which require load posting or closing, will be
load posted or closed in accordance with the table in the DOTD Load Rating Directives.
All DOTD supplied load posting information concerning a bridge has been critically
reviewed by the Parish Engineer prior to load posting; and - All bridges owned or maintained by the Parish are shown on the attached list in the
format specified by the DOTD. Corrections to data supplied to the Parish by the DOTD
are noted. - All bridges owned and maintained by the Parish are accessible to DOTD for all routine
Bridge inspections. Parish will clear vegetation as required upon DOTD request.
These stipulations are prerequisites to participation by the Parish in the Off-System
Bridge Replacement Program.
RESOLUTION NO. 038-2025
WHEREAS, Byron Briggs has made many contributions to the St. Landry Parish
community and is recognized for his commitment and efforts to improve access to local
recreation.

WHEREAS, to recognize and honor the contributions Byron Briggs has made to
the St. Landry Parish community and to improve access to local recreation, the St. Landry
Parish Council resolves to rename the Grimmett Canal the Byron Briggs Boat Launch.
THEREFORE, BE IT RESOLVED, by the St. Landry Parish Council, that the
Grimmett Canal is hereby renamed the Byron Briggs Boat Launch.
THIS RESOLUTION ADOPTED ON THE 19th DAY OF NOVEMBER, 2025.
RESOLUTION NO. 039-2025
A RESOLUTION GRANTING THE AUTHORITY
TO THE PRESIDENT TO SIGN AND
SUBMIT ALL NECESSARY DOCUMENTS,
APPOINT AN ADMINISTRATIVE CONSULTANT AND ENGINEER
AND TO COMMIT COSTS FOR THE FY 2026 LOUISIANA
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the St. Landry Parish Government deems it necessary and proper to submit
an application for funding under the Fiscal Year 2026 Louisiana Community Development Block
Grant for a public facilities project for the Plaisance Water System for the proposed construction
amount of $1,995,400.00; and
WHEREAS, professional engineering services are necessary in connection with the
preparation of the application and the engineering design and inspection, for the proposed amount
of $151,600.00 should the project be funded; and
WHEREAS, professional grants consulting and administrative consulting services are
necessary to assist in the preparation of the application and the partial administration of the grant,
should the project be funded for the proposed amount of $37,000.00; and
NOW, THEREFORE BE IT RESOLVED by the Parish Council of St. Landry Parish
Government that President Jessie Bellard is hereby authorized to sign and submit an application
for funding and all the necessary documents in connection with the Fiscal Year 2026 Louisiana
Community Development Block Grant Program.
BE IT FURTHER RESOLVED that President Jessie Bellard is hereby authorized to
negotiate and sign a contract with Morgan Goudeau & Associates, Inc. to assist with the
application preparation and if the application is funded, provide the professional engineering
services required and the Parish Government hereby commits to pay all the engineering fees
associated with the implementation of the LCDBG program should the project be funded.
BE IT FURTHER RESOLVED that President Jessie Bellard is hereby authorized to
negotiate and sign a contract with Aucoin & Associates, Inc. to prepare the application for funding
and if the application is funded, provide the professional grant administrative services required
and the Parish Government hereby commits to pay all the costs associated with the preparation
of the application and all of the grant administrative consulting fees associated with the
implementation of the LCDBG program should the project be funded.
THEREUPON, the above resolution was duly adopted.
RESOLUTION NO. 040-2025
WHEREAS, Title 2 of the Louisiana Revised Statutes of 1950 provides that cities, towns,
parishes, and other political subdivisions of this State may separately or jointly acquire, establish,
construct, expand, own, lease, control, equip, improve, maintain, operate, regulate, and police
airports and landing fields for the use of aircraft; and,
WHEREAS, the State of Louisiana, Department of Transportation and Development, Division of
Aviation (formerly the LA DOTD-OAPT) is charged by Title 2 with the responsibility for the

development of aviation facilities within the State to foster air commerce and to safeguard the
interests of those engaged in all phases of the aviation industry and of the general public; and,
WHEREAS, the St. Landry Parish Government hereinafter referred to as “Sponsor”, has
completed an FAA and DOTD approved Master Plan, Action Plan, and/or Airport Layout Plan
which outlines the specific future development of the St. Landry Parish Airport; and, the sponsor
is desirous of implementing a portion of the approved Plan recommendations which provide for
the critically needed improvements as stated below to substantially improve the safety and
usability of the Airport, but does not have sufficient funds of its own required for completing the
needed improvements; and,
WHEREAS, the LA DOTD, Division of Aviation, is authorized by Title 2 to expend funds for the
construction or enlargement of airports for the safety and advancement of aeronautics;
NOW, THEREFORE, BE IT RESOLVED:
SECTION I
That the St. Landry Parish Government, hereinafter referred to as “Sponsor” does hereby formally
request that the LA DOTD, Division of Aviation provide funds required to complete the airport
improvements at the St. Landry Parish Airport specifically as described in the Six (6) year Capital
Improvement Program Application for State Financial Assistance which is dated August 1, 2025
and which commences in the year 2026.
SECTION II
That the said LA DOTD, Division of Aviation be and is hereby assured that all necessary
servitudes, rights-of-way, rights of ingress and egress and means thereof will be furnished by the
Sponsor and the titles thereto will be valid and indefeasible, and that the Sponsor will assume
ownership, financial reporting, and complete responsibility for the maintenance and upkeep of the
airport after completion of said improvement.
SECTION III
That the Sponsor will save and hold the said LA DOTD, Division of Aviation, its officers, agents,
and employees harmless from any liability or claim for damages arising out of the project,
including death or injuries to third parties including, but not limited to, liability or claim for
damages out of the negligence of said LA DOTD, Division of Aviation, its officers, agents, or
employees, and expressly agrees to defend any suit of any nature brought against the DOTD
Division of Aviation as a result of this project.
SECTION IV
That the President of the Sponsor be and is hereby authorized and directed to evidence this
agreement by affixing his signature at the place provided therefore on this resolution and on
subsequent related documents/agreements as required by the rules and regulations of the Federal
Aviation Administration and the State of Louisiana and the Clerk is hereby authorized to attest

WHEREAS, the Louisiana Legislature has appropriated funding for the Fiscal Year
2025-2026 Local Government Assistance Program (LGAP) Program; and
WHEREAS, the Local Government Assistance Program offers grants to eligible
municipalities and parishes for a wide range of projects to improve public health, public
safety, living conditions and for economic development purposes; and

RESOLUTION NO. 042-2025
WHEREAS, Exit 19, at Mile Marker 20, that drivers take while traveling South on Interstate-49
can be difficult and dangerous at the end of the exit when merging with traffic on State Highway
190 and, therefore, the St. Landry Parish Council has resolved to request that the Department of
Transportation and Development (DOTD) conduct a study to determine if a caution light and/or a
sign is needed on the exit at Exit 19, at Mile Marker 20, on Interstate-49 in St. Landry Parish.
BE IT RESOLVED, that the St. Landry Parish Council does hereby request that the

- Council to accept the Adjudicated Property Sales dated
September 29, 2025.
Ms. Cynthia Fontenot, Property Administrator stated, “This is the results of the
property sales that were awarded. We did have one underbid property on Sunny Street
and that was the second time that we put it on the sales list. The Parish invested
$5,200.00 in cleaning up this property. We did demolition to two structures there. The
first time we did not have any bids and this time we had one bid for $700.00. I wanted to
bring it before the council to see if you all wanted me to accept that or if you all wanted
me to put this back on another sale.”
Councilman Harold Taylor stated, “So the cost for the demolition was
$5,200.00 and you only got a $700.00 bid.”
Ms. Cynthia Fontenot, Property Administrator stated, “Yes Sir that was all
that we got this time.”
Councilman Ken Marks questioned, “Can you re-bid?”
Parish President Jessie Bellard stated, “Yes.”
Councilman Ken Marks stated, “That is quite a bit of a loss. I don’t think that is
something that we would want to do but maybe we don’t have a choice.”
Parish President Jessie Bellard stated, “At some point we will just keep on cleaning up
that same piece of property and that is what it will come down to being. Whenever people
call and complain on adjudicated property we try to take care of those and of course it
cost us a little bit of money to do it but to get it cleaned up for the neighborhood.”
Councilman Ken Marks questioned, “Is the property clean now?”
Ms. Cynthia Fontenot, Property Administrator stated, “It is clean but we have to
continue cutting the grass. We will continue spending money on that property.”
Councilman Ken Marks questioned, “You only had one bid.”
Ms. Cynthia Fontenot, Property Administrator stated, “Yes Sir.”
Councilman Wayne Ardoin questioned, “Do you all need a motion to re-bid
this property.”
Ms. Cynthia Fontenot, Property Administrator stated, “It is whatever your desire is. We
are just letting you all know that we only got one bid on this property and this is the
second time that I placed it on the sale.”
Councilman Wayne Ardoin stated, “They say that sometimes a third time is a charm.
Do you all want to go back for a third time? I will offer it as a motion.”
Parish President Jessie Bellard stated, “So let me make sure that we are clear. The list
that you all have in front of you all does not include that piece of property. We will just
re-bid it out. We just wanted you all to be aware.”
Chairman Jody White stated, “So we don’t have to make a motion on that right now.
We need to move forward with our motion.”

- RESOLUTION NO. 035-2025
WHEREAS, St. Landry Parish Ordinance 2025-037 creates the
St. Landry Parish Bureau of Administrative Adjudication to adjudicate
violations of St. Landry Parish Civil Ordinances.
Chairman Jody White stated, “Before we make a motion I have a question. It was
brought up earlier. I don’t mind asking the question. In reference to the budget and
finances for compensation for this position can you give us the outlook on that?”
Parish President Jessie Bellard stated, “She will be paid out of the fund that will be
taking in the money from the tickets and the administrative cost and everything that is
associated with the Hearing Officer’s Position. It is $225.00 an hour for 3 hours per
month if we have a hearing. I am not sure if we are going to have a hearing every month
but right now we have a lot of tickets so we will need to clear up the books for the last 3
years. It will be roughly $225.00 an hour for 3 hours. We have been in touch with other
parishes and we are the fourth parish to do this in the state so this is fairly new.”
Councilman Wayne Ardoin questioned, “Where are these hearing going to be held
Mr. Bellard?”
Parish President Jessie Bellard stated, “I will get with the Judges. Either we will have it
in the courtroom or in here.”
Councilman Wayne Ardoin questioned, “My next question is this: What is the job? I
was under the understanding that if someone had a complaint they would go to our
Justice of the Peace. What role do they play in St. Landry Parish?”
Parish President Jessie Bellard stated, “So the Justice of the Peace and their Jurisdiction
can do the same thing basically when it comes to liter and different enforcement
mechanism for them with the Constable Rights. I know that they want to do liter court as
a Justice of the Peace right now. I know that they are talking about that and they are
getting together to make that happen. That will be another good thing to have in the
parish where if someone writes a ticket in their jurisdiction they can hear it and that will
give them revenue for their court so we are encouraging that to take place as well. This
position right here is for our ordinances. Every ordinance that we have in the parish that
we received a ticket from that is no way to collect it. We would have to hire an attorney
to go file a motion in the court and technically file suit against that individual who is not
paying their ticket. So this will give us the straight shot.”

Councilman Wayne Ardoin questioned, “So what tickets do your people that work for
Parish Government write? Just liter tickets?”
Parish President Jessie Bellard stated, “No, no, Animal Control writes tickets, Code
Enforcement writes tickets and of course Liter can be written as well.”
Councilman Wayne Ardoin stated, “Okay, thank you.”
Chairman Jody White stated, “Mr. Ardoin I can also say that I had a problem in my
district and one of the officers came with me to address that problem and that officer did
write a ticket in my presence so yes they do write them.”
Councilman Wayne Ardoin stated, “Okay, thank you.”
Councilman Harold Taylor questioned, “So it is not only the adjudicated property that
she will be handling, what all will she be handling?”
Parish President Jessie Bellard stated, “Everything in the Code of Ordinances that is
considered a Civil Violation.”
Councilman Harold Taylor questioned, “How did we handle it before?”
Parish President Jessie Bellard stated, “We didn’t. We wrote tickets and if they came to
pay their ticket that was great but if they did not then there was nothing that we could do.”
Councilman Harold Taylor stated, “My concern is this: We have a 4 million dollar
problem that we had to borrow money to cover from an over spend. We don’t have
anybody like Garett that could do that for us. What about Josie Frank?”
Parish President Jessie Bellard stated, “It cannot be a person that works for the
Government. It cannot be a person that works for the DA’s Office. It has to be an
Independent Person that is appointed and put here in front of the council.”
Councilman Harold Taylor questioned, “It is $275.00 an hour?”
Parish President Jessie Bellard stated, “It is $225.00 an hour.”
Councilman Harold Taylor questioned, “What other staff will she have.”
Parish President Jessie Bellard stated, “We will have our people that is doing the work
now. Nobody else will be hired to do that job.”
Councilman Harold Taylor stated, “She is going to be paid out of these fines? Is that
what you are saying?”

- Discuss the Mobile Home Ordinance.
Legal Counsel Garett Duplechain stated, “Everybody has a copy of the New Mobile Home
Ordinance. It prohibits manufactured homes and mobile homes from being located on these nine
parish roads. It grandfathers in mobile homes and manufactured homes that are already located
on those roads. Overtime this ordinance can be amended to add roads to it as the council wants
to do. This will be introduced two weeks from today but everybody gets to look at it this
evening to see what they like about it or don’t like about it or what have you. It takes effect on
the date that it is passed and it does grandfather in mobile home and manufactured home that are
already located on those roads. If you have any questions about this ordinance that you are
reading right now you can ask them.”
Councilman Timmy Lejeune questioned, “I haven’t been here but why is it limited to these 9
roads? What is the specific point? Why wasn’t it done on a parish wide scale?”
Legal Counsel Garett Duplechain stated, “It was the decision of the council to pick out certain
roads and prohibit mobile homes and manufactured homes on those roads. It would be like our
Speed Limit Ordinance where it could be amended and changed from time to time if the council
wants to add to this list. We had a mobile home ordinance that was at the Public Hearing last
month and the council pulled it in favor of this kind of ordinance which would pick out certain
roads and prohibit them on those roads. The roads that appear on that ordinance is purely the
decision of the council in each district. I think these roads are in Ms. Mildred’s District
perhaps.”
Councilwoman Mildred Thierry stated, “Mr. Lejeune the reason for this is because these streets
are all part of a subdivision. A subdivision where when the land was purchased they were given
restrictions and those restrictions were followed until a couple of months ago when a mobile
home was allowed in there simply because the restrictions are not enforced by anyone. Parish
Government don’t enforce restrictions but we were advised if we would do it this way it would
be a way of keeping out what happened a couple of months ago. So that is why we have these
particular roads.”
Councilman Timmy Lejeune stated, “Now that you are saying that I remember thank you.”
Councilwoman Mildred Thierry stated, “Thank you and if anyone else have some roads or
streets in their area we can always add them to this ordinance because we will have this in place
and we can amend it. I would appreciate your support on this ordinance when it comes up
because I would hate to see this continue to happen because we don’t have any ordinance in
place for the parish to stand on to do this.”
Public Works Chairwoman Nancy Carriere questioned, “I noticed you did manufactured homes
is that the same as Modular Homes or will it be anything that have a wheel or has to be brought
in that is restricted?”

Legal Counsel Garett Duplechain stated, “It would anything that is made of one piece, a mobile
home which have wheels or a manufactured home, we all know what manufactured homes look
like.”
Parish President Jessie Bellard stated, “Manufactured and modular and trailer are three
different types.”
Councilwoman Mildred Thierry stated, “We need to make sure all three are named.”
Legal Counsel Garett Duplechain stated, “What we can do is list it as mobile homes,
manufactured homes, modular homes. So there will be three of them, mobile home,
manufactured homes and modular homes. Two weeks from now it will be up for introduction
with that change in it. Then one month from that it will be ready for Public Hearing and the
council can vote whether or not to pass it.”
Administrative Finance Chairman Harold Taylor stated, “Counselor, shouldn’t we have a
definition for modular homes? If you have manufacturers that builds like Manual Builders in
Eunice it is a complete house, is that a modular home?”
Parish President Jessie Bellard stated, “Not that is not a modular home.”
Administrative Finance Chairman Harold Taylor stated, “That is why we need definitions.”
Legal Counsel Garett Duplechain stated, “When we redid all of the mobile homes that are
inside of the subdivision we can take those definitions and plug it into this ordinance if you
want.”
Administrative Finance Chairman Harold Taylor stated, “I understand what you are saying but
my question is this: If their homes are built off sight and moved and put on piers is that illegal
now? Would that be illegal then? That is why we need definitions what a modular home is,
don’t you think?”
Councilman Timmy Lejeune stated, “If Thibodeaux Builders built a home down the road in a
curb and someone goes and says I like the 3 bed room home and I would give you $50,000.00
for it and I would get someone to move it on the location of my property. It is a completely good
home but that is not a modular or trailer house it is a fully constructed residential home.”
Legal Counsel Garett Duplechain stated, “A home on blocks.”
Administrative Finance Chairman Harold Taylor stated, “It could be set on a slab I guess.”
Councilman Timmy Lejeune stated, “It comes on a truck with wheels just like a trailer.”
Administrative Finance Chairman Harold Taylor stated, “But there are no wheels on it once
they unload it.”
Legal Counsel Garett Duplechain stated, “Right, it is a small house that is transported on a
house trailer. Did you all want to include that in the ordinance?”
Administrative Finance Chairman Harold Taylor stated, “I don’t think that we are connecting
here. Timmy gave an example of a three bed room home that is built in Eunice LA. I say that I
want that home and I live in this particular subdivision. Is it allowed to move that home in there
and set it up?”
Legal Counsel Garett Duplechain stated, “I would say yes.”
Administrative Finance Chairman Harold Taylor stated, “I know what you would say but we
have to be more specific about this is my point, don’t you think?”

WHEREAS, the Louisiana Legislature enacted requirements for solar power
generation facilities in Louisiana, in Title 30, Chapter 12, Renewable Energy, of the
Louisiana Revised Statutes, contained in LA R.S. 30:1131, et seq, and these statutes
became effective on August 1, 2025.
Councilman Wayne Ardoin stated, “I would like for Mr. Duplechain to explain what this
Resolution is all about.”
Legal Counsel Garett Duplechain stated, “The Louisiana Legislature enacted requirement for
Solar Power Farms and was made effective on August 1, 2025. All Solar Farms that are
constructed after January 1st, 2026 on a 75 acer or more would fall into these requirements.
These are citing requirement that are enforced by a Louisiana Department of Conservation and
Energy. Parish Governments that have already passed Solar Farm Ordinances can opt out of
these requirement that are to be enforced by the Louisiana Department of Conservation and
Energy. They have to opt out by Resolution is what this Statue says so that is what this
Resolution does. We have our citing requirements for these Solar Farms and we have the citing
requirements that will be used by the State of Louisiana. They do different somewhat as far as
the fence around the Solar Farm. We require limited lighting on the Solar Farm and there is a
300 feet set back from the nearest residence for their requirements. There is a 150 feet set back
from the center of the road for our requirement and a 50 foot set back from the edge of the road

for their requirements so the requirement are different from ours to an extent. The Department
of Conservation and Energy enforcing this would remain with Parish Government to enforce
these citing requirements and control these Solar Farms to meet our requirements. At the
council meeting two weeks from now if the council passes the Resolution the original will have
to be sent to the Louisiana Department of Conservation and Energy. Once you do that then we
would opt out their side of requirements. Of Course we will contact them to let them know that
the Resolution is coming. The deciding requirements will remain enforced by the parish as
citing requirements instead of having the State Of Louisiana do it for us which will of course
benefit the parish by us retaining control over these Solar Farms.”
Councilman Wayne Ardoin questioned, “Mr. Duplechain do you had a copy of the Louisiana
Rules and Regulations?”
Legal Counsel Garett Duplechain stated, “I have a copy of the State of Louisiana Citing
Requirements and I have a copy of the St. Landry Parish Ordinance with our Citing
Requirements, I have both.”
Councilman Wayne Ardoin questioned, “The one with the state can you give us a copy before
the next meeting?”
Legal Counsel Garett Duplechain stated, “Our Clerk can make a copy of it before the next
meeting. I have it right here. The citing requirements and enforcing them will remain with St.
Landry Parish instead of having the state come. That is what this is, the state goes by and see
that the parish have an opportunity to opt out of the citing requirements of Louisiana Department
of Conservation and Entergy and keep our own citing requirement.”
Councilman Wayne Ardoin stated, “I read this and I understood it a little bit then you have
explained it. We need a copy of what the states require so that we can see if it matches what we
have is that right?”
Parish President Jessie Bellard stated, “Mr. Ardoin, basically the ordinance that we passed the
state just mirrors that. The only thing is if we let the state do it all then we would have to go
back to the state every year if we want to change something. If we keep it as our ordinance
basically we can change our orders like we see fit and not rely on the state to do it for us.”
Councilman Wayne Ardoin stated, “He said that is differed.”
Parish President Jessie Bellard stated, “It does have a few words in there that are different but
the majority of it is the same but I agree a copy of it should be given out.”
Legal Counsel Garett Duplechain stated, “There is not an extreme difference they are very
similar. It just leaves the control of the parish to opt out of it.”
Councilman Faltery Jolivette questioned, “Mr. Duplechain, based on your knowledge of both
ordinances which one would be more stringent ours or the state?”
Legal Counsel Garett Duplechain stated, “There is really not a big difference. It is pretty much
the same. I think the state has a setback of 50 feet from the edge of the road and ours is a setback
of 150 feet from the center of the road so there is not a big difference.”
Councilman Faltery Jolivette stated, “Very minimal differences.”
Legal Counsel Garett Duplechain stated, “Yes.”

Councilman Dexter Brown questioned, “Mr. Duplechain, you said something about the acreage.
You said something about 75 acers.”
Legal Counsel Garett Duplechain stated, “If it is 75 acers or more after January 1, 2026 if it
gets constructed after January 1, 2026 it will fall in the state citing requirements.”
Councilman Dexter Brown stated, “So what about if it is less.”
Legal Counsel Garett Duplechain stated, “If it is less than it does not fall into it. It only covers
the ones that are 75 acers or more.”
Councilman Dexter Brown stated, “I was just reading the Resolution and you all have the
acreage on here and maybe I might be missing something.”
Legal Counsel Garett Duplechain stated, “What the Resolution does is this: It opts out all
citing requirements of Louisiana Department of Conservation Energy. It does not pick and
choose and say if you are this many acres we will do it. What it does is follow the statue that St.
Landry Parish would take in full opportunity to opt out of the state requirements.”
Councilman Dexter Brown stated, “I was just questioning why it was in the law with the
resolution why it does not have the acreage in it.”
Legal Counsel Garett Duplechain stated, “It does not have to have the acreage in it. The statue
that is stated in the resolution are the ones that will kick in if we don’t opt out of it. Those
statues are applied by state law and contained within the statue is the 75 acre or more and then
they would fall into a state requirements. The parish can take its statutory opportunity to opt out
of those citing requirements which is what the parish will be doing.”
Public Works Chairwoman Nancy Carriere stated, “If we opt out what is our limitation on
acreage?”
Legal Counsel Garett Duplechain stated, “We don’t have a limitation.”
Public Works Chairwoman Nancy Carriere stated, “We won’t have a limitation whether it is a
minimum or a maximum.”
Legal Counsel Garett Duplechain stated, “That is right, we are not limited. If we pass this
resolution we won’t be limited in what we regulate.”
Public Works Chairwoman Nancy Carriere stated, “So that is one thing that is different, the
other issues is that I am with Mr. Ardoin, I would like to see the difference to compare both
before I would vote on this or not because we don’t have it in front of us to see the difference
and I know that you said it was minimum but the acreage is a big difference. The second thing I
would like to mention is that you mentioned something about grandfathered. I don’t know if this
is the same with solar things with the Governor that any new solar farms that is being applied
with the state, I don’t think it was going to be as easy so is this almost the same thing? I know
you mentioned grandfathered in so anything that have already been done is done. Do you
understand my question?”
Legal Counsel Garett Duplechain stated, “You had mentioned the Governor. Were you
referring to an Executive Order by the Governor?”
Public Works Chairlady Nancy Carriere stated, “It was a discussion about future Solar Farms in
Louisiana.”

decided over the next decade. I don’t know what is going to happen but St. Landry Parish will
certainly take an opportunity to take advantage of it.”

talking about the Solar Farms that are already in existence?”
Legal Counsel Garett Duplechain stated, “I think with the mobile home ordinance I mentioned
grandfathered in for the mobile homes that are already on those roads.”

Administrative Finance Chairman Harold Taylor stated, “Nancy I understand your question.
The grandfathered part is this: If we had an ordinance in place before August of 2025 then we
have to take action to opt out of the state portion of it. Is that correct?”
Legal Counsel Garett Duplechain stated, “Right, if we have Solar Farms Ordinances that are
enacted which we do then we have the green light to opt out. If is done by Resolution so that is
why you are looking at a Resolution.”
Administrative Finance Chairman Harold Taylor stated, “We would be grandfathered in is to
answer your question.”
Public Works Chairlady Nancy Carriere stated, “I know that Mr. Mark Guidry filled out a
speaker card. I will call him up.”
Mr. Mark Guidry addressed the council. He stated, “I have a farm not far from the Bosco Solar
Farm.”
Legal Counsel Garett Duplechain stated, “Ms. Chairman it is called Bombas Solar Farm.”
Councilman Dexter Brown stated, “Can you say your first and last name.”
Mr. Mark Guidry stated, “My name is Mark Guidry. My address is 2324 HWY 356, Sunset,
LA. I raise cattle and I have a beautiful farm on the corner of this Solar Farm not too far from
my property. My concern is this: When I read the State Regulations it gives us 150 feet and it is
very specific and they have to hire a licensed landscape company in order to do the landscape.
They have to plant native trees. I would like to compare the parish ordinance to the state
ordinance.”
Parish President Jessie Bellard stated, “We have the same thing.”
Mr. Mark Guidry stated, “Who drafted the parish ordinance?”
Parish President Jessie Bellard stated, “That was drafted probably about 3-4 years ago. We
used other ordinances from other parishes and combined them to make it good for us.”
Mr. Mark Guidry questioned, “The reason we are opting out is because of what?”
Parish President Jessie Bellard stated, “If we let the state do it like any other state statue we
would have to wait for them to make a change, like this body could not do it. We can make a
request but as of right now we can change our ordinance by doing the normal procedure of a 30
day notice and having a Public Hearing where other than that if we let the state take over then
they will make the rules and there is nothing that we can do about it.”

Mr. Mark Guidry stated, “So the Parish Ordinance is less or more restrictive?”
Parish President Jessie Bellard stated, “Our ordinance is in line with the State Statue and it is
not much different. If the council wants to change it to meet that requirement we can do it here
instead of letting them do it. Any kind of modifications that would be done to it after that would
have to be done by the state and not this council.”
Mr. Mark Guidry stated, “So we can delay this vote until next week to give the landowners a
chance to compare the two?”
Parish President Jessie Bellard stated, “The vote is not about if they are going to do it or not it
is just a recommendation to the full council for the third Wednesday of this month. That vote
there will make the difference of a Resolution to be passed. It is just a talking point and they will
make a recommendation to the full council.”
Mr. Mark Guidry stated, “So we can get a copy and we can look at them side by side.”
Public Works Chairlady Nancy Carriere stated, “We requested that and I think that is what we
wanted. I think you are talking about your particular area and I don’t think that have come up.
Is this the same one from a couple of weeks ago?”
Mr. Mark Guidry stated, “Yes.”
Public Works Chairlady Nancy Carriere stated, “Nothing has been decided I think on that.
Your particular area what you are concerned about is just an ordinance to discuss the Solar
Farms and the rules and regulations and what the legislature have enacted verses what we are
going to do as far as the ordinance and resolution.”
Mr. Mark Guidry stated, “If it is passed or if we could change the language a little bit.”
Parish President Jessie Bellard stated, “The main thing is this: If the council says ‘No’ and let
the state do it then it is out of their hands completely. It would be up to the state to regulate it
and we would have them to make the changes state wide. If we say that we want to opt out of
the state program then it says in this body and this body makes the decision. They can change it
basically every other month if they wanted to make modifications to it.”
Mr. Mark Guidry stated, “I understand, thank you.”
Administrative Finance Chairman Harold Taylor stated, “Could we just ask Sherell to get a
copy of the State Requirements and a copy of our ordinance to this gentleman so he can compare
the two ordinances. Thank you.”
Councilman Wayne Ardoin stated, “We all need a copy also. That is one of the things that we
decided a while ago.”
Councilman Dexter Brown stated, “I have a question for Mr. Bellard regarding our ordinance
and the acreage.”
Parish President Jessie Bellard stated, “We have footage. We have so many feet from the
property line, so many feet from the nearest home and so many feet from the road. It goes by the
amount of feet from the property line or house or road. That is why I am saying we can change
that to make it better for people but at the same time we have to make it reasonable. The one that
is in Plaisance you will see that the trees are planted and it take a little while for it grow but all of
that is in place. That is a completed version of a Solar Farm on our ordinance.”

of the Louisiana Revised Statutes, and contained in LA R.S. 30:1131, et seq.
BE IT RESOLVED, that the St. Landry Parish Council does hereby resolve to
opt out of the siting requirements for solar power generation facilities in Title 30, Chapter
12, Renewable Energy, of the Louisiana Revised Statutes, contained in LA R.S. 30:1131,
et seq, as per LA R.S. 30:1142 B., which allows a parish that has adopted solar
ordinances to opt out of the siting requirements of the Louisiana Revised Statutes Title
30, Chapter 12 requirements for solar power generation facilities.

the standards is delegated by Louisiana Department of Transportation Development to St.
Landry Parish. St. Landry Parish will perform all interim inspections on all parish-owned or
maintained bridges in accordance with bridge inspection standards and specifications. All
bridges that are owned and maintained by the parish will be structurally analyzed and rated by
the parish as to the safe load capacity in accordance with the American Association of State
Highway and Transportation Official Manual for Bridge Evaluation. All parish owned or
maintained bridges which require load posting or closing will be posted. All bridges owned or
maintained by the parish are shown on the attached list. All bridges owned or maintained by the
parish are accessible to DOTD for all routine bridge inspection. Parish will clear vegetation as
required upon DOTD request. These stipulations are prerequisites to participation by the parish
in the off-system bridge replacement program. DOTD is delegating to the parish inspection of
the bridges to make sure they are in accordance with the standards to make sure that the bridges
are safe. The parish have a duty with DOTD and a Resolution is required for that.”

WHEREAS, the Code of Federal Regulations, as enacted by the United States Congress,
mandates that all structures defined as bridges located on all public roads shall be inspected,
rated for safe load capacity, and posted in accordance with the National Bridge lnspection
Standards, and that an inventory of these bridges be maintained by each state; and
WHEREAS, the responsibility to inspect, rate, and load post those bridges under the authority of
St. Landry Parish, in accordance with those Standards, is delegated by the Louisiana Department
of Transportation and Development to St. Landry Parish.
NOW, THEREFORE, BE IT RESOLVED BY THE PARISH OF ST. LANDRY PARISH,
LOUISIANA, convened in Regular Session on the 19th day of November that it does hereby
certify to the Louisiana Department of Transportation and Development (DOTD) that for the
period of January 1, 2025 through December 31, 2025:
- The Parish will perform all interim inspections on all parish-owned or maintained bridges in
accordance with the National Bridge Inspection Standards and Specifications for the National

the St. Landry Parish community and to improve access to local recreation, the St. Landry
Parish Council resolves to rename the Grimmett Canal the Byron Briggs Boat Launch.
THEREFORE, BE IT RESOLVED, by the St. Landry Parish Council, that the
Grimmett Canal is hereby renamed the Byron Briggs Boat Launch.
THIS RESOLUTION ADOPTED ON THE 19th DAY OF NOVEMBER, 2025.

pay taxes like everybody else. If they got shafted on a deal I don’t think we should let them
suffer because there are issues as well as the one that you just talked about, Fleur Des Coteau
where as an ambulance or a fire or a emergency vehicle can not get down that road and it
becomes a life safety issue and I think that we should address that.”
Councilman Wayne Ardoin stated, “It is a health issue. The drainage district just did some work
in the back of that subdivision to help that subdivision drain more for those parish roads. So you
are using some parish money there, some tax payer’s money and it is their money plus the people
that live around there that pay taxes.”
Parish President Jessie Bellard stated, “I think if we look at it in a way it is going to enhance
the whole community not just one section. It will make everybody’s property value go up.”
Councilman Wayne Ardoin stated, “I look at Annointing Drive. They did not pay their taxes on
that and now it is a parish road, am I correct?”
Parish President Jessie Bellard stated, “It is adjudicated property but yes.”
Councilman Wayne Ardoin stated, “It is adjudicated property but it is being taken care of by the
parish. This other property that you are talking about is the same thing. We have some other
roads in the parish that have the same thing.”
Public Works Chairlady Nancy Carriere stated, “We look forward to seeing what you have by
the next meeting or will you be working up a plan to present to us?”
Parish President Jessie Bellard stated, “I will be putting an ordinance together to give to you all
at the next meeting to look at it to see if we can introduce it and talk about it and see if we have
to make changes. I think that we need to do something on some of these roads because we have
to give people a better way of life and starting with the road I think that is the bear minimum. A
lot of these people could not afford to buy property and a lot of these property owners took
advantage of them, I am sorry that is just what happened. I don’t think that it is fair.”
Councilman Wayne Ardoin stated, “Speaking about Fleur Des Coteau I have the history on that
one Mr. Bellard. The attorneys that did the sale did not explain to those people that they owned
one-half of that road. Then the person that started that subdivision was asked at a Police Jury
Meeting to let us take the road into the system and he did not want to let us take the road into the
system.”
Parish President Jessie Bellard stated, “I remember seeing the minutes to the meeting and we
talked about that.”
Councilman Wayne Ardoin stated, “That is what happened and that is how those people got
took. They have to bring their garbage cans all the way to HWY 31. I am talking about pulling
it one-half of a mile behind their cars.”

Parish President Jessie Bellard stated, “I know on Rue Joubert they had to transport an
individual on the back of their truck to get to the ambulance because the ambulance could not get
down there. We should not be in that situation in this day and age. I think that we need to do
something about it and help as much as we can and just do what we can as far as we can.”

Public Works Chairwoman Nancy Carriere stated, “We look forward to seeing that.”
Councilman Dexter Brown stated, “Speaking of a better way of life this request goes out to Mr.
Bellard and Mr. Barry Soileau. We have a problem on the exit of I-49 and HWY 190 West.
That is 100% DOTD but I am trying to avoid a major crash on I-49 southbound. When you exit
off of the exit ramp and you want to come to Opelousas westbound or you would like to make a
left and go to east of Port Barre there is a back-up on that ramp. A couple of weeks ago I took
the shoulder because it was backed up. I am requesting that the DOTD do a survey on putting a
red stop light at that intersection whereas east and westbound on HWY 190 stops at that stop
light. That would allow the traffic coming south bound off of that exit ramp to make a left to go
east to Port Barre.”
Parish President Jessie Bellard stated, “We can make a request with the state and talk to
Brandon to see what is needed. I am pretty sure that it will involve studies, you know how that
is. We can at least start the process with them.”
Councilman Dexter Brown stated, “I would love for the process to be started and no lives to be
lost regarding that situation. Whenever I-49 got developed I don’t know what happened or why
they did not make the loop like going to east of Port Barre. I am 100% for safety. I would like
for DOTD to do some type of study so that can be corrected due to the fact that I don’t want one
single life to be lost at that intersection because in the past there have been lives lost.”
Parish President Jessie Bellard stated, “We will make a request.”
Councilman Alvin Stelly questioned, “Mr. Bellard, I am not sure if it was last year or the year
before but did we pass an ordinance if you break a road you fix it?”
Parish President Jessie Bellard stated, “We do have an ordinance in place. They have to come
and get a road use permit and we will do an inspection prior to and after. If there are any
damages to it they will have to pay for the damages.”
Councilman Alvin Stelly questioned, “What happens when they tear up our roads like they are
doing right now. I don’t have nothing against a Cane Farmer but they are tearing up our roads
with those one hundred thousand pound trucks, those roads cannot take that.”
Parish President Jessie Bellard stated, “I know, I can just tell you that we can try but the
farmers have a lot of exemptions. My take on it is this: We talked about this before. If they can
load off of a state road that is what they need to do. I think that is where we need to start pushing
it if we need to draft an ordinance for that to take place I think that we need to do it. If we don’t
we will lose a lot of our roads. We talked about this a couple of years ago because they were
parking on the side of our roads and breaking up the sides of the road. the ones that were doing
it they stopped doing it so we are okay there but now they are traveling on some roads that we
just did and of course one-hundred thousand pound loads are not going to do good on these
roads.”
Public Works Chairwoman Nancy Carriere stated, “One at a time please, are you finished Mr.
Stelly?”
Councilman Alvin Stelly stated, “I just wanted to ask because they are still parking on the side
of the road. Some places they don’t have any place to park.”
Parish President Jessie Bellard stated, “I can look at that ordinance again that we pulled to see
if we can re-draft it.”

Councilman Wayne Ardoin stated, “Mr. Bellard, like I told you about Tom Schexnayder’s
Road, it is like rolling up carpet there. They are coming out of there with these loads and the
road is falling apart. How much money have we spent on that road three years ago? About
$200,000.00 – $300,000.00.”
Parish President Jessie Bellard stated, “A couple of hundred-thousand of dollars, yes, at least
that.”
Councilman Wayne Ardoin stated, “Going back to Mr. Brown, when Bill Fontenot was Parish
President here the state was doing a study. We attended a meeting at DOTD in Baton Rouge and
they were supposed to do a study or come up with a clover leaf for I-49 and HWY 190
intersection. Where that is at I don’t know but that was when Bill Fontenot was Parish
President.”
Parish President Jessie Bellard stated, “I had a meeting yesterday with the DOTD Secretary.
We got good information from him that we can start utilizing. I think that it will be a good time
to call that person and see where are we at with that one.”
Councilman Wayne Ardoin stated, “They had the big maps and everything was out.”
Councilman Dexter Brown stated, “I just want to ask if I can get someone to make a motion on
what I suggested?”
Parish President Jessie Bellard stated, “That would be a good thing for a Resolution from the
council.”

Parish President Jessie Bellard stated, “We had looked at this before. As you all know we have
tried to give them an opportunity to basically govern themselves and understand what our issues
were. Obviously it is not working anymore. I think we have to take a stance with an ordinance
and adhere to the ordinance.”
Public Works Chairlady Nancy Carriere stated, “It has been at least six months since we have
heard anything about HWY 182 on the Washington Road. The ditches are horrible on both
sides. Whatever they can do on one side both sides have to be cleaned. There is overgrown
vegetation and trash by the Dollar Store. There is a chair in the ditch and standing water. I have
called the state but if you want to reinforce that I would appreciate it.”

Administrative Finance Chairman Harold Taylor stated, “I have only one request and it is
done in writing. It is in your packet. It is a request on the Energy District from Quinn Hebert.
He resides at 120 Railroad Street. He has several written questions that he wanted to present to
us tonight. When you all have time you all can read them.” - Parish President & Finance Reports:
Parish President Jessie Bellard stated, “You all should have the finance report in hand. The
only thing on the Parish President’s report is basically what I have discussed earlier about
DOTD Secretary. I met with the Senate Chairman of the Finance yesterday as well on moving
forward about Capital Outlay Project. Basically the same thing applies for Capital Outlay.
They are not going to be changing anything on that. One thing was brought up and it was not
a good topic about the Inventory Tax. Now the businesses do not get the deduction in state tax
or income tax if they file their inventory tax. Basically this year’s tax roll is less because of
that situation. I think we are going to start seeing a lot more of businesses not showing all of
their inventory. They will pay less taxes and we will get less tax. We talked about that at our
meeting yesterday and they are requiring us 100% of our mandated expenses but yet the state
wants to cut out the inventory tax and that is about 35% of our Ad Valorem Taxes. We are
just making sure that they understand what they are doing on their end and how it is affecting
the local parishes.”
Administrative Finance Chairman Harold Taylor questioned, “So do they want to cut it or is
it cut?”
Parish President Jessie Bellard stated, “They just cut the deduction back. They did not cut it
because remember that amendment fail. The Constitutional Amendment failed last year but
they are bringing it back up. If it passes it is left up to the Local Jurisdiction to decide on
whether or not we are going to disallow the Inventory Tax. I will be honest with you all but
that is 35% of our Ad Valorem taxes in this parish. Even if it passes in our parish we can’t
afford to be without it. So the talk is this: If the state wants to take some of these mandates off
of us then we can look at different things but they are requiring us to pay everything that we
have to pay. Like I explained to the Senator yesterday, a lot of these mandated expenses have
been in place since 1970 and they have not been amended at all. Things change so we are just
bringing that out to let everybody know that we are still working on these unfunded mandates
and hoping that we can make some changes next session. I don’t feel to optimistic about it, I
will be honest with you all but we will be making the effort for that to happen. We are not
asking for nobody to take the blame or take the money but they have to work with us and try
to help us with these unfunded mandates. It is over 50 years and some of these bills have been
passed and no changes have been done. I just wanted to give you all an update on our meeting
from yesterday.”
Administrative Finance Chairman Harold Taylor stated, “Could you update us on the
$4,000,000.00 Bond that was approved. Did we get the money from the bank? I know that
you had mentioned that you receive $2,900,000.00. Can you give us an overview on where
you are with that?”
Parish President Jessie Bellard stated, “We got the $2,900,000.00.”

$1,600,000.00 from last year and $1,300,000.00 from this year.”
Administrative Finance Chairman Harold Taylor stated, “So the $2,900,000.00 was a
combination of the $1,600,000.00 and the $1,300,000.00.”
Parish President Jessie Bellard stated, “That is correct.”
Administrative Finance Chairman Harold Taylor stated, “How are we doing on Finances? I
see that we are under water $3,000,000.00 on your Finance Report. Do you have more
revenue coming in? Do you expect to cover that or what?”
Parish President Jessie Bellard stated, “We do have more money coming in than what we
expected. Again until the end of the year I can’t really answer those questions.”
Administrative Finance Chairman Harold Taylor stated, “Have you done anything to tighten
up the budget?”
Parish President Jessie Bellard stated, “We have cut all that we could cut.”
Administrative Finance Chairman Harold Taylor stated, “What did we cut?”
Parish President Jessie Bellard stated, “We cut personnel and services.”
Administrative Finance Chairman Harold Taylor stated, “How many?”

summer to start the process and complete in December of 2028.”

how that breaks out. Is it the $4,250,000.00 state tax which is the pilot dollars that we are
going to get correct?”
Parish President Jessie Bellard stated, “So the $5,000,000.00 is basically what they would
have paid to the state is what they are going to pay us.”
Administrative Finance Chairman Harold Taylor stated, “Yes that is it, the Pilot money
right.”
Parish President Jessie Bellard stated, “Pilot Payment, correct.”
Administrative Finance Chairman Harold Taylor stated, “I understand they get to keep half
of it.”
Parish President Jessie Bellard stated, “That is right.”
Administrative Finance Chairman Harold Taylor stated, “So we don’t get the full
$5,000,000.00.”
Parish President Jessie Bellard stated, “The original thing is almost $11,000,000.00 in State
Tax. So we get one half of that. The project is like a $185,000,000.00 project with
approximately 78% of that taxes.”
Administrative Finance Chairman Harold Taylor stated, “But you won’t get it all in one
year it will be spread out through 2028 correct?”
Parish President Jessie Bellard stated, “The buff of the money will come in the first 2 or 3
quarters after the bulk of their product.”
Administrative Finance Chairman Harold Taylor stated, “If they start in June which is the
second quarter by the end of the year how much do you think we are going to get?”
Parish President Jessie Bellard stated, “I can’t tell you that. I don’t know exactly what it is
going to be.”
Administrative Finance Chairman Harold Taylor stated, “Well we need $5,000,000.00 is
what you are saying but I am just asking will we have the $5,000,000.00?”
Parish President Jessie Bellard stated, “I would have to say no. $5,000,000.00 won’t be in
by next year.”
Administrative Finance Chairman Harold Taylor stated, “Thank you. Are there any other
questions?”
Councilman Timmy Lejeune questioned, “The Inventory Tax Cut or lack of credit we are not
going to get if we follow through with the state. They are not going to subsidize that in any
way? Is it going by the waste side?”
Parish President Jessie Bellard stated, “The way that the constitution amendment was on the
ballot last year they were going to subsidize the local parishes. If it would have passed we
could have taken like a three year buy out. Basically it would give us 3 years of our tax but
that failed. So now it goes to the people and if the people vote in our parish to do away with
the inventory tax it would be an option for this body to do. We would say ‘yes’ or ‘no’. There
is no buy out, there is no incentive from the state at that point.”

Councilman Timmy Lejeune questioned, “So we can’t do it by ordinance that we collect the
tax regardless or do we have to put it on the ballot?”
Parish President Jessie Bellard stated, “No it will be on the ballot for next may now. If the
voters vote yes it will be an option for the council to decide whether or not we are going to let
the tax stay in place or not. If we say take the tax off the books then we are basically losing
about 35% of our Ad Valorem Taxes.”
Councilman Wayne Ardoin stated, “Mr. Bellard, are all of the vendors paid now? I know that
you have stated that some of the vendor were not paid.”
Parish President Jessie Bellard stated, “The have some that are not paid up like some of
these jails that took some of our inmates and they are not paid up because they don’t want to
take the money that we want to give them. They want us to pay them $26.39 per day and the
law says $3.50.”
Councilman Wayne Ardoin stated, “Other vendors, I am talking about people who have done
work for the parish. Are they all paid up?”
Parish President Jessie Bellard stated, “They are paid up for their 30-45 day process, yes.”

submit an application for funding under the Fiscal Year 2026 Louisiana Community
Development Block Grant for a public facilities project for the Plaisance Water System; and
WHEREAS, professional engineering services are necessary in connection with the
preparation of the application and the engineering design and inspection, should the project
be funded; and
WHEREAS, professional grants consulting and administrative consulting services
are necessary to assist in the preparation of the application and the partial administration of
the grant, should the project be funded; and
NOW, THEREFORE BE IT RESOLVED by the Parish Council of St. Landry
Parish Government that President Jessie Bellard is hereby authorized to sign and submit an
application for funding and all the necessary documents in connection with the Fiscal Year
2026 Louisiana Community Development Block Grant Program.
BE IT FURTHER RESOLVED that President Jessie Bellard is hereby authorized
to negotiate and sign a contract with Morgan Goudeau & Associates, Inc. to assist with the
application preparation and if the application is funded, provide the professional engineering
services required and the Parish Government hereby commits to pay all the engineering fees
associated with the implementation of the LCDBG program should the project be funded.
BE IT FURTHER RESOLVED that President Jessie Bellard is hereby authorized
to negotiate and sign a contract with Aucoin & Associates, Inc. to prepare the application
for funding and if the application is funded, provide the professional grant administrative

RESOLUTION NO. 040-2025
WHEREAS, Title 2 of the Louisiana Revised Statutes of 1950 provides that cities, towns,
parishes, and other political subdivisions of this State may separately or jointly acquire,
establish, construct, expand, own, lease, control, equip, improve, maintain, operate,
regulate, and police airports and landing fields for the use of aircraft; and,
WHEREAS, the State of Louisiana, Department of Transportation and Development,
Division of Aviation (formerly the LA DOTD-OAPT) is charged by Title 2 with the
responsibility for the development of aviation facilities within the State to foster air
commerce and to safeguard the interests of those engaged in all phases of the aviation
industry and of the general public; and,
WHEREAS, the St. Landry Parish Government hereinafter referred to as “Sponsor”, has
completed an FAA and DOTD approved Master Plan, Action Plan, and/or Airport Layout
Plan which outlines the specific future development of the St. Landry Parish Airport; and,
the sponsor is desirous of implementing a portion of the approved Plan recommendations
which provide for the critically needed improvements as stated below to substantially
improve the safety and usability of the Airport, but does not have sufficient funds of its
own required for completing the needed improvements; and,
WHEREAS, the LA DOTD, Division of Aviation, is authorized by Title 2 to expend funds
for the construction or enlargement of airports for the safety and advancement of
aeronautics;
NOW, THEREFORE, BE IT RESOLVED:
SECTION I
That the St. Landry Parish Government, hereinafter referred to as “Sponsor” does hereby
formally request that the LA DOTD, Division of Aviation provide funds required to
complete the airport improvements at the St. Landry Parish Airport specifically as
described in the Six (6) year Capital Improvement Program Application for State Financial
Assistance which is dated August 1, 2025 and which commences in the year 2026.
SECTION II
That the said LA DOTD, Division of Aviation be and is hereby assured that all necessary
servitudes, rights-of-way, rights of ingress and egress and means thereof will be furnished
by the Sponsor and the titles thereto will be valid and indefeasible, and that the Sponsor
will assume ownership, financial reporting, and complete responsibility for the
maintenance and upkeep of the airport after completion of said improvement.
SECTION III
That the Sponsor will save and hold the said LA DOTD, Division of Aviation, its officers,
agents, and employees harmless from any liability or claim for damages arising out of the
project, including death or injuries to third parties including, but not limited to, liability or
claim for damages out of the negligence of said LA DOTD, Division of Aviation, its

officers, agents, or employees, and expressly agrees to defend any suit of any nature
brought against the DOTD Division of Aviation as a result of this project.
SECTION IV
That the President of the Sponsor be and is hereby authorized and directed to evidence this
agreement by affixing his signature at the place provided therefore on this resolution and
on subsequent related documents/agreements as required by the rules and regulations of the
Federal Aviation Administration and the State of Louisiana and the Clerk is hereby
authorized to attest said execution.
SECTION V
