AN ORDINANCE TO SELL THE FOLLOWING 47 PROPERTIES LISTED
ON THIS ORDINANCE THAT HAVE BEEN ADJUDICATED TO ST. LANDRY
PARISH GOVERNMENT
WHEREAS, Louisiana Revised Statutes 47:2201, 47:2202, 47:2203 and 47:2204
provide that a political subdivision may provide by ordinance for the sale of adjudicated
property at a public sale.
WHEREAS, the St. Landry Parish Government shall offer for sale the following
adjudicated properties with a minimum bid of $500.00 and/or any specified amount due
to St. Landry Parish Government in reference to any liens, judgments, mortgages, and/or
encumbrances that may be on each adjudicated property as follows.

ORDINANCE NO. 2025-021

AN ORDINANCE TO AMEND ORDINANCE NO. 2022-011 WHICH WAS ENACTED
BY THE ST. LANDRY PARISH COUNCIL ON JULY 19, 2022, AND WHICH IS AN
ORDINANCE TO ABANDON A PORTION OF PARISH ROAD OLD U.S. 190 IN
TOWNSHIP 6 SOUTH, RANGE 6 EAST, OF SECTION 12 IN ST. LANDRY PARISH
WHEREAS, the Parish Council has received a petition to abandon a portion of Old U.S.
Highway 190, beginning at a point where U.S. Highway 71 and Old U.S. Highway 190 intersect
at Old U.S. 190 measuring from the center line of Old U.S. Highway 190 for 100 feet the point
of beginning, thence East along Old U.S. 190 for 2,265 feet to the intersection of North/South
section line of Township 6 South, Range 6 East, Section 12 the ending point.
WHEREAS, the section of Old U S Highway 190 proposed to be abandoned has been closed to
traffic for more than 10 years and is of no further public use.
BE IT ORDAINED BY THE COUNCIL FOR ST LANDRY PARISH GOVERNMENT
that Ordinance No. 2022-011 which was enacted by the St. Landry Parish Council on July
19, 2022 is hereby amended and shall now read as follows:
BE IT ORDAINED BY THE COUNCIL FOR ST. LANDRY PARISH GOVERNMENT
that beginning at a point where U.S. Highway 71 and Old U.S. Highway 190 intersect at
Old U.S. 190 measuring from the center line of Old U.S. Highway 190 for 100 feet, the point
of beginning, thence east along Old U.S. 190 for 2,265 feet to the intersection of
North/South section line of Township 6 South, Range 6 East, Section 12, the ending point,
be declared abandoned, and the property be returned to the adjoining property owners, as
per LA R.S. 48:701.

ORDINANCE NO. 2025-022
(Sponsored by Councilman Timmy Lejeune)

An ordinance to authorize the incurring of debt and issuance of a Revenue Anticipation
Note of the Parish of St. Landry, State of Louisiana, in an amount not to exceed Four
Million Six Hundred Thousand Dollars ($4,600,000) and providing for other matters in
connection therewith.
WHEREAS, the Parish Council of the Parish of St. Landry, State of Louisiana, acting as
the governing authority of the Parish of St. Landry, State of Louisiana (the “Parish”), desires to
authorize the Parish to incur debt and issue its not to exceed Four Million Six Hundred Thousand
Dollars ($4,600,000) Revenue Anticipation Note, Series 2025 (the “Note”) in the manner

authorized and provided by Section 1430 of Title 39 of the Louisiana Revised Statutes of 1950,
as amended, and other constitutional and statutory authority (the “Act”), for the purpose of (i)
paying current expenses of the Parish during the term of the Note and (ii) paying the costs of
issuance of the Note; and
NOW THEREFORE, BE IT ORDAINED by the Parish Council of the Parish of St. Landry,
State of Louisiana (the “Parish Council”), acting, acting as the governing authority thereof, that:
SECTION 1. Authorization of Revenue Anticipation Note. Under the terms of the Act, the
Parish is hereby authorized to incur debt for the purpose of paying current expenses of the Parish
during the term of the Note, in anticipation of the revenues accruing to the Parish during the term
of the Note, and to represent said indebtedness, the Parish shall issue its Four Million Six
Hundred Thousand Dollars ($4,600,000) Revenue Anticipation Note, Series 2025 (the “Note”).
The Note shall mature on the date and bear interest at the rate as set forth in the Note, which
interest shall be computed on the basis of a 360-day year consisting of twelve 30-day months.
The Note shall be issued in the form of a single fully registered note, dated the date of delivery
thereof to the Lender (as defined below) and numbered R-1. The principal of the Note shall be
subject to prepayment at any time, in whole or in part at the option of the Parish upon five (5)
Business Days’ notice to the Lender (as defined below), at a price of par plus accrued interest to
the date of prepayment. The purchase price of the Note shall be advanced to the Parish by the
Lender as installments, and interest shall accrue from the date of the receipt of each such
installment and not prepaid by the Parish.
SECTION 2. Form and Execution of Note. The Note shall be in substantially the form attached
hereto as Exhibit A, with such additions, omissions and changes as may be necessary, and the
Clerk of the Parish Council and the Parish President (the “Authorized Officers”) are each
authorized and directed on behalf of the Parish to execute, seal and deliver the Note to the
Lender (as defined below).
SECTION 3. Security for Note. The Note will be secured by and payable from a pledge of all
revenues accruing to the Parish during the term of the Note, until the Note is paid in full in
accordance with its terms, all in accordance with the provisions of the Act and other
constitutional and statutory authority.
SECTION 4. Award of Note. The Parish hereby authorizes the Chairman of the Parish Council
to accept the offer to purchase (the “Term Sheet”) submitted by Washington State Bank, in
Washington, Louisiana (the “Lender”), attached as Exhibit B hereto (all the terms and provisions
of which shall be incorporated herein by reference). Terms of the Term Sheet not expressly
stated in this Ordinance are hereby approved and adopted as if fully set forth herein.
Notwithstanding the foregoing, as a condition to the delivery of the Note to the Lender, the
Lender will execute a standard letter, acceptable to it and the Parish, indicating (i) it has
conducted its own analysis with respect to the Note, (ii) it is extending credit in the form of the
Note as a vehicle for making a commercial loan to the Parish, and (iii) it intends to hold the Note
until maturity, provided that the Lender retains the right at any time to dispose of the Note or any
interest therein or portion thereof, but agrees that any such sale, transfer or distribution by the
Lender shall be made in accordance with applicable law and only to (a) an affiliate of the
Lender; or (b) one or more banks, entities directly or indirectly controlled by a bank or under
common control with a bank, other than a broker dealer or municipal securities dealer, which
certifies that it is a “qualified institutional buyer” as defined in Rule 144A of the Securities Act
of 1933, as amended.
SECTION 5. Authorization of Officers. The Parish President and the Chairman and Clerk of
the Parish Council are each hereby further authorized and directed, for and on behalf of the
Parish, to accept, receive, execute, seal, attest and deliver all such documents, certificates and
other instruments as are required in connection with the authorization, issuance, sale and delivery
of the Note and to take such further action as may be appropriate or required by law or advised

SECTION 6. Severability. In case any one or more of the provisions of this Ordinance or of the
Note shall for any reason be held to be illegal or invalid, such illegality or invalidity shall not
affect any other provisions of this Ordinance or of the Note, but this Ordinance and the Note

shall be construed and enforced as if such illegal or invalid provisions had not been contained
therein. Any constitutional or statutory provisions enacted after the date of this Ordinance which
validate or make legal any provision of the Ordinance and/or the Note which would not
otherwise be valid or legal, shall be deemed to apply to this Ordinance and to the Note.
SECTION 7. Disclosure Under SEC Rule 15c 2-12. The Parish will not be required to comply
with the continuing disclosure requirements described in Rule 15c2-12 of the Securities and
Exchange Commission [17 CFR 240.15c 2-12].

Transportation and Development agree to enter into an Intergovernmental Agreement to
provide for funding for the Bayou des Cannes drainage project, and to otherwise provide
with respect thereto;

WHEREAS, it is necessary to authorize the Parish President to execute the
Intergovernmental Agreement by and between St. Landry Parish Government and the
Department of Transportation and Development to provide for funding for the Bayou des
Cannes drainage project, and to otherwise provide with respect thereto;

Parish President is hereby authorized to execute an Intergovernmental Agreement by and

I think everyone may have gotten it, I can’t seem to find mine in front of me but never the less it was
requested that this road be abandon. There was an Ordinance drafted in respect of that request.

After looking and trying to find the road we can’t seem to understand that Pecan Road has
housing on both sides. We just blacktopped that road so they have to have a mix up in
their request. That is why I am saying that this be tabled until they provide us enough
information that we can make a good decision.”
Legal Counsel Garett Duplechain stated, “There was a Title Opinion done on this land owned by
H & H Housing by Attorney Bruce Gaudin. In 1906 it was made a public road and it was
never developed and it was never used. It runs through property that the council does not
determine who owns property, the Conveyance Records in the courthouse does that. It is
H & H Housing that owns it. To get a complete title to their property Attorney Mr. Gaudin had
requested that the road be abandon. He can contact Timmy, if you want, so he can explain it to
you and he can also contact Barry Soileau, I was just given the information. If the road is
abandon we have to get the exact measurements of the road which we have here. We don’t
want to abandon part of Pecan Road because that is a Public Road that is being used right now.
We do have the property description of this undeveloped road, Genung Avenue and we have a
Title Opinion, a Plat and the Tax Assessor’s Records that all corresponds to it.”
Parish President Jessie Bellard stated, “There are two sections on this. The middle section of
Pecan Road goes from Tony Road maybe, it is all new names on the road now. It is for the
undeveloped portion, would it be on the north side or the south side of Pecan Road that is what
we are trying to figure out?”
Legal Counsel Garett Duplechain stated, “It would be on the northeast side of Genung Avenue.
The undeveloped road runs southwest from Colder Lane which use to be called Pine Street. It
runs southwest from Colder Lane which used to be called Pine Street. If the council decides to
abandon this undeveloped road we would need to get the exact dimensions so they don’t
abandon part of a public road.”
Parish President Jessie Bellard stated, “So Garett looking at the Plat, I am assuming
everybody have this same Plat. It shows 271’ x 317’. If that is the section there are houses
there. I am a little lost on that one that is why we are not sure.”
Legal counsel Garett Duplechain stated, “If there are any property owners that border on that
road would own up to the middle of the road if it is abandon. If they have more than one land
owner or who the land owner is, Attorney Bruce Gaudin would have that information. He
would have to come here and explain further information if the council needs it. The council
can do what they want with the information. If they need more information it would be from
the Attorney Bruce Gaudin. He would be happy to contact Timmy or come here before the
council to give further explanations whether or not the road should be abandon.”
Councilman Timmy Lejeune stated, “Can I make a motion on this?”
Chairman Jody White stated, “Hold on sir, I recognize Mr. Blanchard has a comment.”
Councilman Ernest Blanchard stated, “If there are houses right here and there is a road we
need to check and see if there are utilities running along that road before we abandon it. Are
there utilities?”
Councilman Timmy Lejeune stated, “I would like to make a motion please.”
Chairman Jody White stated, “I still have another comment on this side but Mr.
Lejeune I will come back to recognize you sir.”
Councilwoman Mildred Thierry stated, “I simply wanted to second the motion from Mr.
Lejeune. I think that we do need to gather more information and the right information
before we move forward on this.”
Chairman Jody White stated, “I agree. So the motion is to table this?”
Councilman Timmy Lejeune stated, “I am making a motion that we Table this until the
owners of H & H Corporation get in touch with Mr. Soileau and show him the exact point

that they would like to have abandon so we can truly understand that, then we can move
forward. Until that point the answer is tabled.”
A motion was made by Councilman Timmy Lejeune, seconded by Councilwoman Mildred
Thierry to Table Ordinance No. 2025-024. An Ordinance to abandon the undeveloped part
of Genung Avenue in St. Landry Parish which is also known as Pecan Road until the owner
of H & H Corporation get in contact with Mr. Barry Soileau and show him the exact point
that they would like to have abandoned.

  3. Roll Call: Nancy Carriere, Mildred Thierry, Alvin Stelly, Vivian Olivier,
    Wayne Ardoin and Jimmie Edwards. Ex-Officio Jody White. ABSENT: None.
  4. Person to address the Committee:
    Mr. Walter Smith addressed the council. He stated, “I am Walter Smith. I live t 212 St.
    Mary Avenue, Magnolia Ridge Subdivision. I am here concerning a blight issue.”
    Public Works Chairwoman Nancy Carriere questioned, “Is it a light issue or blighted
    property issue?”
    Councilman Wayne Ardoin stated, “He has a photo of it. I gave some of the
    councilmembers a copy but we don’t have enough copies but we can all share.”
    Public Works Chairwoman Nancy Carriere stated, “Mr. Smith can you come to the
    mic.”
    Mr. Walter Smith stated, “First of all, good afternoon to all of you members. I want to
    give a shout out to my councilman Mr. Wayne Ardoin. He has always been the best to us
    and I want to thank you.”
    Councilman Wayne Ardoin stated, “Thank you Sir. I am glad you came.”
    Mr. Walter Smith stated, “I want to thank you for the things that you do for us and all the
    things that you have done.”
    Councilman Wayne Ardoin stated, “This needs to be addressed.”

Mr. Walter Smith stated, “I live at 212 St. Mary Avenue. Behind my house is St. Ann
Avenue and that address is 215 St. Ann Avenue. You can look at the pictures for the
ones who have them and you can see the Blighted Property. I don’t know if your Code
Enforcement is here tonight but I was going to ask some questions about Code
Enforcement and what the Code is. I am going to show you all this Blighted Property.
They have mowed the front on St. Ann Street but what you will see on the back is my
property, I have it written down and you see some areas that are mowed. That is my
neighbor on the left and myself that keep a certain 10 feet mowed, we keep it trimmed
but for the rest of it I would not mow it with my mower because I would probably burn it
up, I would probably have to have bush hog.”
Public Works Chairwoman Nancy Carriere questioned, “Mr. Smith have you made a
complaint with our Code Enforcement?”
Mr. Walter Smith stated, “We have made a complaint with our councilmember and he
has probably called my wife 10 times. He is always letting her know what is going on
and what the progress is. Like I said, he is the best. I am pretty sure that she knows
about it.”
Councilman Wayne Ardoin stated, “Ms. Nancy, fellow Councilmembers, Mr. President,
Ms. Alyssa went out there and looked at the property. There is some signs on the door
under the carport that says the property is a Sheriff Sale. They supposed to have had a
Sheriff Sale, I don’t know if they ever had the Sheriff Sale and she has tried to contact
those people from that phone number that is on there to no avail. All that I am asking is
that we please have someone go out there and cut the grass and we send the bill to
someone because someone will sell that property.”
Parish President Jessie Bellard stated, “So, as you all know we cannot go on people
property without going through the process. This is the first that I hear of it.”
Councilman Wayne Ardoin stated, “Mr. Bellard, I spoke to you about it.”
Parish President Jessie Bellard stated, “If you spoke to me about it I don’t remember but
I will tell you like this, I will take care of it tomorrow. See, this is what happens,
whenever there is an issue with this type of stuff it is on my side not the council side. I
have to see about it, not the council.”
Mr. Walter Smith stated, “I understand that but I think part of it is on the council.”
Parish President Jessie Bellard stated, “No Sir it is not. It is not on the council’s side at
all.”
Mr. Walter Smith stated, “Mr. Ardoin represents us.”
Parish President Jessie Bellard stated, “I understand what you are saying but it is not
their job, but I will take care of it.”
Mr. Walter Smith stated, “He represents us, he represent our district and he is the guy
that we talk to when we have an issue.”
Parish President Jessie Bellard stated, “I will take care of it on my end. So that is how
that works.”
Mr. Walter Smith stated, “I don’t know what the codes are maybe somebody does but all
I am saying is this, if I am sitting here and the code is what I am getting ready to talk to
you about and they were that way it would be very simple.”
Parish President Jessie Bellard stated, “I wish it was that simple.”

Mr. Walter Smith stated, “I am just saying. I would send a letter to the landowner and
let them know that they have 30 days or whatever it would be if you don’t take care of it
we would send you a bill. If you don’t want to pay it we will take you to court.”
Parish President Jessie Bellard stated, “I wish it was that simple but it is not. I will take
care of it. How about we do this, if you want to discuss it further we can do it tomorrow
or we can do it after the meeting but I am not going to discuss it in an open meeting.”
Mr. Walter Smith stated, “Okay.”
Councilman Wayne Ardoin stated, “Thank you Mr. Smith. Mr. Bellard, Alyssa went out
there and looked at that property. She is very aware of it. I know that she is trying.”
Parish President Jessie Bellard stated, “The problem is ownership. If you don’t get to
the right owner we cannot go on the property.”
Councilman Wayne Ardoin stated, “She has tried.”
Parish President Jessie Bellard stated, “Yes I know but there is a lot to it than just
cutting somebody’s grass. I wish it was that easy.”
Public Works Chairwoman Nancy Carriere stated, “I know that it is a process just like
with adjudicated property. If it is in the neighborhood how much time do they have to
cut it?”
Parish President Jessie Bellard stated, “They have 15 days once we can get to the right
owner.”
Public Works Chairwoman Nancy Carriere stated, “I just wanted to clarify that so that
the people can hear.”
Parish President Jessie Bellard stated, “It is the same thing in the country as it is
anywhere else. If it is farm land you have to be farming it in order to stay away from it
but if it just weeds and stuff and not being farmed for hay or anything then it is the same
process.”
Mr. Walter Smith stated, “I want to thank you all for letting me address this tonight.”
Public Works Chairwoman Nancy Carriere stated, “The next person to address the
council is Ms. Jade Lavergne.”
Ms. Jade Lavergne stated, “Hello my name is Jade Lavergne. I live at 566 Iseringhausen
Road, Church Point LA. I have been there for roughly 15 years. I call probably 3-4
times a week as far as the road conditions and the drainage problem. The minute we get
rain, even if it is one hour of down pour or two days of down pour we are flooded in all 3
ways to get in and out. I keep calling to address this issue and nothing is being done
about it and I don’t know what the next step is? I was told they are going to raise the
road 6 inches but I don’t know how that is going to make a difference. I have my phone
right here with pictures of one hour of rain and how bad the rain came up. If we don’t
have a heads up we can’t put vehicles out therefore we can’t go to work and we can’t pay
our bills. This is not just myself but everyone that lives on that road. I have two
daughters that live on Martinez Road that connect to Iseringhausen and they have the
same problem of getting in and out. We used our tractor and the clutch went out from
water getting inside of the tractor. We just took a truck out of the shop right now that the
mechanic said it was due to going through water. If you don’t have a choice you have to
go to work to pay your bills you have to do what you have to do but something have to be
done about the road. I don’t know who I am addressing on this board.”
Councilman Alvin Stelly questioned, “Whose district is that for?”
Chairman Jody White stated, “That is District 8.”

Councilman Wayne Ardoin stated, “District 8 that is Ms. Vivian.”
Parish President Jessie Bellard stated, “So, it is me. The council have nothing to do
with that as well. It is a simple process for us to take care of that problem. The problem
is in Lafayette Parish the water backs up on St. Landry Parish, yes Ma’am.”
Ms. Jade Lavergne stated, “No it does not. I can show you pictures from Lafayette
Parish where it crosses into Lafayette Parish and there is no water on the road at all. It is
all on St. Landry Parish. I have been calling for 15 years. I don’t know when you
stepped in and it became you but nothing has ever been done. They come and grade the
road and they dig it deeper and deeper and deeper. My son is 6’2” and it was to his waist
and we were trying to get out on boats and canoes to get out. If we need groceries or
anything. So when does it stop?”
Parish President Jessie Bellard stated, “Like I just finished explaining to you we are
talking with Lafayette Parish and we are dealing with them.”
Ms. Jade Lavergne stated, “It has nothing to do with Lafayette Parish. Why are we
blaming it on Lafayette Parish? There is no water on Lafayette Parishes side. The canal
are not full. I can show you all of the pictures.”
Parish President Jessie Bellard stated, “Then I don’t have an answer for you.”
Ms. Jade Lavergne stated, “Why now that it is being brought up next week you all are
starting to lift the road. Why after 15 years?”
Parish President Jessie Bellard stated, “I went on that road this week Monday, yes, I
went on that road Monday and I went to see for myself. We are going to lift that road up.
When I went to look at it myself. That is what I am trying to tell people, I don’t have the
time to go and ride every road so whenever somebody calls and complain to me I will see
about it. If I don’t know about it I can’t fix it.”
Ms. Jade Lavergne stated, “Okay, for how long have you been in office now?”
Parish President Jessie Bellard stated, “This is the first time that I get a complaint
regarding that.”
Ms. Jade Lavergne stated, “I have tagged you in every Facebook Post when it is flooded.
I take pictures to show that we are trying to get out.”
Parish President Jessie Bellard stated, “Yes, Ma’am, I get so many Facebook Post and
all kind of stuff, I don’t look at everything on Facebook because most of the time it is a
bunch of extra stuff that I don’t need to see.”
Ms. Jade Lavergne stated, “But you responded to the one that I just did this past week.”
Parish President Jessie Bellard stated, “Yes because the comment was made about the
money situation stating that we can’t use that same money about the drainage.”
Ms. Jade Lavergne stated, “Okay, there was money that was allocated for the road.”
Parish President Jessie Bellard stated, “I am not going to discuss this in an open
meeting. If you want I will be more than happy to have a meeting with you in my office.
I can meet you at your house or whatever it is and I can explain it to you where we are
going from here. Once I am notified of something I don’t let it sit.”
Ms. Jade Lavergne stated, “Okay, so you have never been notified, not once.”
Parish President Jessie Bellard stated, “Once I am notified I don’t let it sit.”
Ms. Jade Lavergne stated, “We’ll see. It is in the open and everybody can hear it today
so we will see how long it sits.”

Public Works Chairwoman Nancy Carriere stated, “I just want to clarify one thing for
our viewers. Her road is a Church Point Address but it is in St. Landry Parish.”
Ms. Jade Lavergne stated, “Yes, I am borderline. St. Landry, Acadia and Lafayette
Parish.”
Public Work Chairwoman Nancy Carriere stated, “I just wanted to clarify that because a
lot of times people may wonder why it is in Church Point but it is in St. Landry Parish.”
Ms. Jade Lavergne stated, “I am all three parishes so I guess it is Acadia’s Parish
problem also.”
Public Works Chairwoman Nancy Carriere stated, “Mr. Bellard, do you want to
exchange numbers and maybe you can meet with him.”
Ms. Jade Lavergne stated, “Oh yes, I am free any day and every day, anytime. I would
love to see what it is going to be.”
Public Works Chairwoman Nancy Carriere stated, “Maybe you all can continue this
discussion. The next person to address the council is Ms. Sarah Arceneaux.”
Ms. Sarah Arceneaux addressed the council. She stated, “Hello my name is Sarah
Arceneaux and I happen to be Jade’s mom. I don’t live on the flooded road I live up
front on the highway but I do live in St. Landry Parish. I need to ask Mr. Bellard who is
Mr. Soileau to you?”
Mr. Barry Soileau, Public Works Director stated, “Public Works Director.”
Ms. Sarah Arceneaux stated, “How is Mr. Soileau connected to Mr. Bellard?”
Parish President Jessie Bellard stated, “He is the Public Works Director.”
Ms. Sarah Arceneaux stated, “Who does he answer to?”
Parish President Jessie Bellard stated, “To me.”
Ms. Sarah Arceneaux stated, “To you.”
Parish President Jessie Bellard stated, “Yes Ma’am.”
Ms. Sarah Arceneaux stated, “Okay with that being said you should be very well aware
of what has been going on because me and Mr. Soileau rode during COVID. He in his
truck and myself in my car. I pointed out to him all what was going on back there when
he approached me to clean out the canal. I have been made aware since then and I don’t
know who can look at these documents and tell me what is the validity of them because it
is my understanding that the canal that he keeps talking to me about digging and cleaning
and now he wants to spray herbicide in is not actually a canal, it is a drainage ditch. I
have all of this paper work from the Clerks’ Office that identifies it as a drainage ditch
and not a canal so who can tell me what it is?”
Parish President Jessie Bellard stated, “You can give it to me and I can get our
Engineers to look at it.”
Ms. Sarah Arceneaux stated, “Well the point that I am trying to make by being here
tonight is that the ditches on Martinez Road are deeper than the so called drainage
ditch/canal whatever it is to be, they are deeper than the drainage ditch. The water cannot
drain off of Martinez Road onto our properties because it would have to jump and that is
impossible. The point that I made to him when I road in the truck and the car during
COVID was that he told me there was a third party that had been hired to dig the ditches

and for whatever reason they had been fired but they dug ditches on the north and the
south side of Martinez Road that are deeper than any of the ditches. They hold water
through droughts, no matter what, they are full of water and I have pictures I should have
printed for everyone to see but I don’t guess that it matters to anyone but him if it is only
him that is suppose to take care of it. My question is this, if this is a ditch does it matter?
Do you all have jurisdiction and the easement requirements to be able to dig on people’s
property?”
Mr. Barry Soileau, Public Works Director stated, “I can answer that because I am the
one who called you.”
Ms. Sarah Arceneaux stated, “Right.”
Mr. Barry Soileau, Public Works Director stated, “Gerald Faul who is on the Drainage
Board asked me to call the three landowners to get permission to spray.”
Ms. Sarah Arceneaux stated, “Right that was last week.”
Mr. Barry Soileau, Public Works Director stated, “If I called it a canal I am sorry, a
ditch, it drains the road okay. The Drainage Board is trying to lead that water down a
canal, it needs to be cleaned and that is why I contacted you. I told you that on the
phone. We dug the ditches to grade where they suppose to be but the canal is higher
because it needs to be cleaned. You all won’t allow the drainage board to do their job.
You are complaining about the ditches being full but if we can’t clean the canal or ditch,
excuse me to drain it then what do we do?”
Ms. Sarah Arceneaux stated, “I am on the end. I am the last person on the end of the
ditch. Mr. Prejean’s property is the first one that is way higher than the road or your
ditches. You told me that you all were going to sue him or you all were going to force
him.”
Mr. Barry Soileau, Public Works Director stated, “No Ma’am that is not what I told
you. I told you the next action the drainage board will have to take is take the landowner
to court. That is what I said.”
Ms. Sarah Arceneaux stated, “Have that happen?”
Mr. Barry Soileau, Public Works Director stated, “I am not on the drainage board. I
was helping the Drainage Board to try and get their job done. These guys are appointed
so I was trying to get my ditches drained to allow to help you.”
Ms. Sarah Arceneaux stated, “Okay if you don’t dig on Prejean you don’t need to dig on
me was the point. My mother-in-law allowed you all to dig. There is Prejean, Arceneaux
and Arceneaux Property in this little bitty drainage ditch okay. My mother-in-law was
kind enough to let Mr. Soileau’s people dig so now she has a retention pond in the middle
and I have pictures. She holds everybody’s water.”
Mr. Barry Soileau, Public Works Director stated, “No Ma’am.”
Parish President Jessie Bellard stated, “This is what we are going to do. This have
nothing to do with the council.”
Ms. Sarah Arceneaux stated, “Maybe they should listen and see what is going on.”
Parish President Jessie Bellard stated, “They have no jurisdiction on what I do. That is
what I am trying to tell you all. They can’t tell me what to do. So this is what we are
going to do, if you want to meet and discuss it I am more than happy to do that but in an
open meeting is not the place to do this.”
Ms. Sarah Arceneaux stated, “I have called your office and left numerous messages that
have never been returned. I have actually called you Ms. Olivier and left messages. The
only person I have ever spoke to is him.”

Councilwoman Vivian Olivier stated, “That is because when you called me I have to call
him to go out and see. I mean I can’t go out there.”
Ms. Sarah Arceneaux stated, “I understand completely, yes but I am just saying that

when he comes he only gets a yes from Ms. Mitzie Arceneaux which is my mother-in-
law. Mr. LA Prejean, the Prejean Property have a padlock on their gate, they are not

letting no-one in there. My question tonight was this: Is there a difference between a
drainage ditch and a canal? Why haven’t someone, the Parish Attorney, send them a
letter to require them to let them dig.”
Parish President Jessie Bellard stated, “There is a lot that goes into that. We had that
same problem on the north end of the parish. They required us to get our engineers to go
and do a study.”
Ms. Sarah Arceneaux stated, “Have that been done on our end?”
Parish President Jessie Bellard stated, “If you want to discuss this we can discuss it
somewhere else. I will not discuss it in an open meeting anymore.”
Ms. Sarah Arceneaux stated, “So, why did we come over here?”
Parish President Jessie Bellard stated, “I did not ask you to come here ma’am.
Ms. Sarah Arceneaux stated, “Well no I had to because you don’t return my calls.”
Councilman Wayne Ardoin stated, “He want to be smart mouth.”
Parish President Jessie Bellard stated, “Yes that is right Wayne.”
Ms. Sarah Arceneaux stated, “You can be smart all day long.”

Public Works Chairwoman Nancy Carriere stated, “That is fine but she needs to get
some closure. Maybe you can give her your number.”
Ms. Sarah Arceneaux stated, “Yes, I need somebody to tell me if that is a ditch or a
canal.”
Public Works Chairwoman Nancy Carriere stated, “Maybe you can give her your

Ms. Sarah Arceneaux questioned, “Why haven’t a letter been sent to Mr. Prejean?”
Public Works Chairwoman Nancy Carriere stated, “We will let you all finish that
discussion. She can get with you. The next person is Mr. Norman Saltzman.”
Mr. Norman Saltzman addressed the council. He stated, “I am Norman Saltzman. I
live at 328 Martinez Road. I am here for the same issues they have. I have learned since
the last time that I came that you all are elevating the road which will give us an escape
route because the water does get 12-14 inches high in some places. I was just here to find
out what is the progress on that ditch/canal that drains most of my property. It backs up

all the way to my property so that is what I was here for. I am not sure if they have done
something because I have come here 2-3 months ago and talked about it.”
Parish President Jessie Bellard stated, “We are raising that road. We are trying some
new chemicals and hopefully this is going to hold it tight. As you know it is not as easy
as just raising a road we have to do a lot drainage work.”
Mr. Norman Saltzman stated, “I am good with that. I came after I found out about the
road and I came to find out about the drainage, the canal easement or whatever she is
talking about what is going to be done.”
Parish President Jessie Bellard stated, “We will bring it to our attorney and he can look
at it to see if we have any legal rights on that property. If we do have something there is
a lot of work that goes into that. Just like I was saying we are just starting a project on
Fauborg Gin Road that took us almost 2 years because of the legal process. I am not
saying that is not going to happen we are just saying that it takes a while to get the
drainage canals done.”
Mr. Norman Saltzman stated, “Just like my neighbor told me. He has documentaries
from 11 years back about this issue. Mr. Soileau and I have been talking about it off and
on. We can meet all together I guess.”
Parish President Jessie Bellard stated, “Alright, I appreciate it.

Councilwoman Mildred Thierry stated, “I think that it is appropriate to say at this time.
I want to personally thank Mr. Barry Soileau and his team for being so swift when a call
is made after hours. On Wednesday last week I received a call at about 8:00 or 8:30 p.m.
saying a large branch was down across one road. Thirty minutes later I received another
call on the very same night saying that a large tree had fallen down. Both times all I did
was text Mr. Soileau and said please send someone out and I named the two roads. He
said okay, we have someone going out there. The next morning at 6:30 a.m. I got another
call with another tree across the road. I text Mr. Soileau immediately and it was okay. As
for me, I am not sure about the others, I am sure that you react the same way with every
councilmember and I just wanted to let you know that we really do appreciate that

because that means a lot when you have a constituent who calls and says we have a tree
down and we can get it done quickly, thank you again, we appreciate that.”

    them out and put a bridge across, not a bridge but a rail cord.”

    report from NRCS it was pretty clear what they wanted and that is their
    recommendations. Obviously we don’t have to do it but we are not going to go against

things in districts I look at it this way. I look at what the issue is at hand. I don’t look at
a district. If it is in District 7 or District 8 it does not matter to me.”

that is private land. We are doing work on private land.”

is for the Parish of S. Landry.”

are taking it from Road and Bridge, right? So that serves everybody in here.”

am in control of and I do it every day. If somebody calls for some help no matter what
district it is we help them.”

and said if you all can do that for this person on private land I want a bridge myself.
Then what is going to happen? You are going to build him a bridge?”

concerns. I guess you can talk to him more about it.”

Lejeune district at the other end. I just wanted that to be cleared because we are spending
a lot of money to serve one person in that district, one person.”
Councilwoman Mildred Thierry stated “Bring it all down to District 4.”
Public Works Chairwoman Nancy Carriere stated, “I have one comment that I would
like to make to you Mr. Bellard. I constantly have constituents that will call me
personally because they know me. When I ran I walked those neighborhoods so they
know my face. A lot of times people will call us and we know that everything will land
on your lap but we are the faces. We ask people to vote for us and a lot of people still
believe in the old Police Jury way. I do explain to them but I am a go-to person and I will
forward it. I don’t think that you should take it so offensively if a constituent calls us
because they know us and they are asking us. Sometimes we will pass it on to you. I
understand that sometimes you have not heard of any of those situations. People call me
all the time and I am a people person so I will answer them and I will try to find the best
solution to their problem. I understand that it lies with you and I think that you should
not be offended because the buck stops with you and people do know us and they see us.”
Parish President Jessie Bellard stated, “It is not a problem whenever they contact you
all and you all contact Public Works or any department. The problem is whenever these
certain councilmembers tell people to come to a council meeting for no reason. It is
making them spend a lot of time and a lot of gas money for no reason. So that is the part
that I am making. It is easier just to handle it in my office but whenever they come to a
full council meeting it is wasting their time.”
Public Works Chairwoman Nancy Carriere stated, “I just want to say one last thing. I
do have a note that I will discuss with you on behalf of one of my constituents that could
not make it to a meeting. They have told me that they have been constantly calling you
and they have not received any resolution. So therefore they ask me to speak for them.
Later on in the Finance Department area I will speak on it. I think if they have made
several attempts and they have not been able to reach anybody they reach out to us. We
try to forward it and sometimes after a while they try to reach you and they can’t I would
say to them then maybe you need to voice it, you maybe need to come in, you can catch
him here.”

    Councilwoman Mildred Thierry stated, “I would like to have this forwarded to the full
    council so that we can have a discussion. I experienced something a little over a month
    ago in one of the subdivisions. I could have cried when I saw what had been delivered
    and placed in a residential area. Something that totally devalued the value of the other
    land owner’s property. I think that we need to have a discussion and see what we can do
    to try and put something in place to protect other land owners in the future. I would like
    to forward this to the full council.”
    Legal Counsel Garett Duplechain stated, “Madam Councilwoman, what type of permits
    are we talking about?”
    Councilwoman Mildred Thierry stated, “When they get ready to move something within
    an area you have to have a permit to be able to move it or any moveable. It can be a
    mobile home or some type of building. I think that we need to look into this and see what
    the law is.”

Parish President Jessie Bellard stated, “It is regarding the buildings, it is a building
permit.”
Legal Counsel Garett Duplechain stated, “I understand Ms. Mildred. I will have that
ready for you at the full council meeting. For today I just happen to have the permit
ordinance right here so I can get you a copy of it. We will be ready to go for the full
council meeting.”
Councilwoman Mildred Thierry stated, “My main concern is that I personally believe if
you are going to allow something to be moved into a residential area I would think that
you need to have someone go and inspect that building before it is moved in and not just
issue a permit. I want to make sure that we put our heads together on this and see if it is
legal and we can put an ordinance in place to protect the hard working people who worked
hard to earn their property and let someone get a trailer that looks like something that have
been salvaged and put it in the middle of two brick homes. You don’t know if you don’t
get it inspected first on the condition of the building.”
Legal Counsel Garett Duplechain stated, “I will have that ready to go at the full council
meeting. After this meeting that we are having right here I can get you a copy of the
permit ordinances for that type of situation where they are moving a home and the
structure and the building, constructing it or moving it and the penalties that can be
imposed if they don’t get the permit and they don’t follow it. I can get you that today and
we will be ready to go at the full council meeting.”
Councilwoman Mildred Thierry stated, “My point is that I feel that we need to get it
inspected before a permit is issued. That is what I want to have a discussion about. I want
you to seek and see if there is any state law or anything that is in place that would prevent
us from having an ordinance passed to back this up.”
Legal Counsel Garett Duplechain stated, “Right, once we review the ordinance which I
have here then we can see if something further needs to be done.”
Councilman Timmy Lejeune questioned, “I thought when we did this trailer house
ordinance it included a year and model.”
Parish President Jessie Bellard stated, “No, so this is only for a Trailer Park. Only for a
Trailer Park.”
Councilman Timmy Lejeune stated, “It does not apply to every trailer.”
Parish President Jessie Bellard stated, “Correct. I understand what Ms. Thierry is talking
about but there is nothing in our ordinance that prevents this from happening. We don’t
have zoning and they don’t have an HOA. We are not going to go and inspect some
property or a house that they are moving if the law does not back us up. I don’t have a
problem doing an inspection if we have an ordinance saying that it has to be whatever
quality or everything else.”
Councilman Timmy Lejeune stated, “Therefore it just have to be added to the ordinance
that exist.”
Parish President Jessie Bellard stated, “I would think so and if the law allows us but I
know there are some Federal Laws that prohibit us from doing certain things because we
have tried some in the past but whatever we can do to help what she is talking about. If
you can go and see it nobody wants that next to their house.”
Councilwoman Nancy Carriere stated, “I moved my home and before I could get any
lights or anything done we have a building inspector. Before that person and to me that is
when that inspection would come in for her situation. They have already moved it but
they would have not been able to if it had not passed an inspection then they cannot
complete everything. That is one issue with the building inspector.”
Parish President Jessie Bellard stated, “That is correct. But it is moved already and it is
already in place.”

Councilwoman Nancy Carriere stated, “I understand what she is asking but I don’t know
how you would monitor that and they have already bought the property and they go to get
their permit when they are moving it because I had to get a permit then they should be
able to go and look at it to see what is being moved. Mine did not get looked at but fine
that is what the rule is going to be. Secondly, there is a trailer on the parking lot, I am sure
everybody saw it, how did it get there and how is it going to be moved. It is by the Civic
Center. It is like it is broken in half. Have anyone seen it? I was trying to figure out how
did it get there and how are they going to put this trailer on a parish road or any road to
take it from that location. I don’t know where it came from and it is only one half of a
trailer. I got a phone call today from one of my constituents who did tell me that he had
contacted you all. He spoke to Ms. Alyssa and he is not getting any kind of answers. He
asked me to ask these questions on his behalf. It is regarding a trailer which she went out
and look at it on Ranch Street. It is Mr. Michael Edwards. I think that he is in every right,
the trailer is not where it suppose to be it is against the fence. I did speak to someone at
CLECO today and they do have a right to put electricity in that trail. I drove there today
and I smelt a little sewage. I am not sure if they are tying into the house or if this is
another home. I think that she went out there but he is not getting any answers.”
Parish President Jessie Bellard stated, “I am familiar. If that is the one where the cousins
next door and they are tapping into everything, the state was notified and they were not
going to go out there and enforce anything on that. That don’t stop us from going try to
do what we need to do however we can’t tell him that he can’t plug into his neighbor’s
electricity. On the sewerage part that is where the problem will come at and tomorrow we
are going to take care of that. I found out about it this afternoon.”
Councilwoman Nancy Carriere stated, “From what I am understanding they did not get a
permit.”
Parish President Jessie Bellard stated, “It is an old trailer from what I understand.”
Councilwoman Nancy Carriere stated, “It is livable and they did not get a permit to move
it.”
Parish President Jessie Bellard stated, “We don’t know if they got one.”
Councilwoman Nancy Carriere stated, “From what I understand the research was done.
They did not get a permit. So that trailer was moved there in the back yard and someone
is living in it. The biggest complaint Mr. Edwards has was the sewerage and it was so
close and I think that it suppose to be so many feet from the neighbor and it is not.”
Parish President Jessie Bellard stated, “So many feet from the property line.”
Councilwoman Nancy Carriere stated, “It needs to be move. From what I understand all
of the laws are being broken, it should be moved. I don’t know how long we are going to
let this go on. It is not anchored down and if it is movable it suppose to anchored down.”
Parish President Jessie Bellard stated, “If they don’t come to us to get a permit and we
give them a permit and they don’t do what needs to be done and our inspector goes out
there and allow this to take place then we have a serious problem. However if nobody
comes and gets a permit he does not have electricity to the house. He is not legally there
again, this afternoon I found out about this so guess what I am going to go and see about
it. I will have to find out about it to go and see about it. I don’t know if people know this
but the parish president’s position has a lot of stuff going on and I take everyone of them
serious when I get it. I don’t let it go undone, I can promise you that because I am against
that kind of stuff. If someone wants to come in the parish and plug next door we can’t

    Councilwoman Nancy Carriere stated, “I know we were discussing and looking at all of
    the Resolutions and everything is going to be forwarded to the Full Council about all of
    these lawsuits I was just curious, Garett, we should not have any more problems because
    last time we got in a lawsuit and then we found out a year or two later that we can’t
    collect on it and we can’t even be a part of the lawsuit. Is this all okay?”
    Legal Counsel Garett Duplechain stated, “Right, this one is different. It is the Opioid
    Lawsuit in Federal Court Nations Wide. The lawsuit is almost finished and you see three
    settlements right here. There are a few defendants left to go and the lawsuit will soon be
    finished. The payments will continue for years. One of these defendants here will be
    paying out for 15 years and another defendant will be paying out for 10 years and one of
    them is suppose to make some of the payments immediately. I don’t know how they
    define immediately. At this time the funds are to be used for substance abuse abatement,
    drug court. It would be nice if we could use it for everything but for now that is what it is
    used for. These three settlements are on the table. It must be accepted by Resolution and
    the Resolution must be passed by the end of September so here they are. I will receive
    three e-mails, one for each of these settlements and it will be signed by the authorized
    signer which would be Jessie and it would be sent back electronically. We would have
    done our part. One of these suppose to make the first payment nationwide I think in

    by immediately. This lawsuit will end soon but the payments will continue for years.”
    Councilwoman Nancy Carriere stated, “I have two more question. I know that everyone
    wants to go but I have a question and this the time that I am going to ask them. Mr.
    Bellard with the money that we may get hopefully with the lawsuit do we have any kind
    of programs that we have Narcan on hand or anything? Are you going to be able to get
    some of this with this money?”
    Parish President Jessie Bellard stated, “We have Narcan, we always have Narcan.
    Believe it or not we use it frequently at the jail unfortunately.”
    Councilwoman Nancy Carriere stated, “Is it legal that we as councilmembers can maybe
    get some of it?”
    Parish President Jessie Bellard stated, “No, Oh no.”
    Councilwoman Nancy Carriere stated, “I was just asking because we deal with people
    also. It suppose to be a tool that we should be able to use.”
    Councilwoman Nancy Carriere stated, “The last question, it has nothing to do with
    Opioid. We were talking about all of the lawsuits and it is just something that came to my
    mind that we haven’t discussed or I don’t remember. It is a settlement or being a part of
    the settlement, Garett, you remember the lawsuit around the Sunset area.”
    Legal Counsel Garett Duplechain stated, “The Cankton Area.”
    Councilwoman Nancy Carriere stated, “Yes, the Cankton Area, whatever happened?”

Legal Counsel Garett Duplechain stated, “I wanted to bring that up. In 2019 it was
discovered that Exxon had put some chemicals into the ground in the late 1980 and the
early 1990. It was discovered they maybe did not clean it up until the Checo Aqupahor
and we don’t want it to get into the drinking water. Environmental Attorneys, the lead
attorney being Bill Goodell from Lafayette who would like to come here one day and
update us on it. The lawsuit was filed in District Court in the Courthouse. The
Defendants, playing defense, moved it to Federal Court and it is still in Federal Court and
it will end up at the United States Supreme Court where they will probably decide to go
back to state court which would be in the court house Division B. At the end I am
optimistic that our efforts will be fruitful and successful but for right now it is still in
Federal Court. Again you have to file a lawsuit and any possibility it could get into the
drinking water it is still in the ground and they have to clean it up. We could make some
money from it also for damages. So that is what happening there. The Village of
Cankton was also a Plaintiff and the St. Landry Parish Government is a Plaintiff. So that
is where it is at right now.”
Councilwoman Nancy Carriere questioned “We did also receive a settlement from the
Pharmacy Lawsuit also right?”
Legal Counsel Garett Duplechain stated, “That is a different one.”
Councilwoman Nancy Carriere stated, “I don’t remember if we ever settled it and
received any money.”
Legal Counsel Garett Duplechain stated, “The Opioid Lawsuit came to a conclusion
much faster. This one of course is still rolling through the Federal Courts and we think it
is going to get back to the State District Court in that Courthouse.”
Councilwoman Nancy Carriere stated, “Thank you.”
Councilman Wayne Ardoin questioned, “I have a question for Mr. Duplechain. I
thought Morrow and Morrow was representing us on the Opioid Lawsuit. Are they not
involved with it anymore?”
Legal Counsel Garett Duplechain stated, “Neblett Bearb and Arsenault and Morrow and
Morrow are the two Law Firms that are representing many clients in this class action
Opioid Lawsuit and St. Landry Parish Government is one of the Clients. So they are
involved in it and they are our attorneys in the lawsuit. Each time we receive a settlement
it goes through them and to me and to you all.”
Councilman Wayne Ardoin stated, “Okay, thank you Sir.”
Administrative Finance Chairman Harold Taylor stated, “I have a couple of questions.
In doing my research Mr. Bellard and getting ready for our hearing on the $4,600,000.00
Bond Issue. The ordinances that we passed in 2024 and 2025 we have a duplicate in
Mr. Ardoin’s District. Wayne do you want to explain it to him. We have Ordinance
2024-057 which was for $2,000,000.00 and that was done in December 2024 then we did
an Ordinance for $2,500,000.00 which is Ordinance 2025-007 which was adopted in
March, I think it was, and we have to repeal the first one because it is actually
$2,500,000.00 I believe, is that correct?”
Parish President Jessie Bellard stated, “I don’t have the documents in front of me but
the one that passed for 1 of 11-A was just passed.”

Administrative Finance Chairman Harold Taylor stated, “That is the one. That is the
$2,500,000.00.”
Parish President Jessie Bellard stated, “$2,500,000.00 for roads, yes.”
Administrative Finance Chairman Harold Taylor stated, “It explicitly mentions his
fund, Fund 42 in Sub-District 1 of 11-A or something like that.”
Parish President Jessie Bellard stated, “Correct.”
Administrative Finance Chairman Harold Taylor stated, “The one before it says
District 1.”
Parish President Jessie Bellard stated, “I don’t know why District 1 came into play on
anyone of the ordinances.”
Administrative Finance Chairman Harold Taylor stated, “A couple of other questions,
the ordinance that you passed which is 2025-003, I think it was, which was for
$2,000,000.00 to cover re-occurring expenses, did we execute that? Have you drawn
down on that $2,000,000.00?”
Parish President Jessie Bellard stated, “Yes Sir. That was last year though, right.”
Administrative Finance Chairman Harold Taylor stated, “The first of the year is when I
think that we passed it.”
Parish President Jessie Bellard stated, “Yes.”
Administrative Finance Chairman Harold Taylor stated, “So we have spent that
money?”
Parish President Jessie Bellard stated, “Yes Sir.”
Administrative Finance Chairman Harold Taylor stated, “Okay. I had another
question. I understand that there was some discussion here last week regarding the
Wal-Mart Distribution Project. My understanding was that you indicated that it was a
done deal now.”
Parish President Jessie Bellard stated, “So the Wal-Mart Distribution, the 1999 deal that
was done in 1999, that have been taken care of. SLED had actually signed papers with
Wal-Mart so Wal-Mart is actually the building and the grounds and everything is under
Wal-Mart’s name as of this year so they are going to be paying taxes. That is the only
deal that was made. We have not finished the expansion or anything.”
Administrative Finance Chairman Harold Taylor stated, “That is going to create
$1,100,000.00 I believe is what you said.”
Parish President Jessie Bellard stated, “No, it is about $700,000.00 a year in Property
Taxes.”
Administrative Finance Chairman Harold Taylor stated, “$700,000.00 in Property
Taxes. The other piece that you are negotiating has to do with what?”

$350,000,000.00 Expansion.”
Administrative Finance Chairman Harold Taylor stated, “The state Sales Tax Portion
of that coming to the Parish.”
Parish President Jessie Bellard stated, “Well the State Sales Tax Portion has been
rejected as of this afternoon.”
Administrative Finance Chairman Harold Taylor stated, “So that won’t happen is that
is what you are saying.”
Parish President Jessie Bellard stated, “Not at that form, no.”

Administrative Finance Chairman Harold Taylor stated, “So we can expect about
$700,000.00 in Ad Valorem Taxes next year.”
Parish President Jessie Bellard stated, “On Ad Valorem for the property but the project
itself instead of 60/40 split on the project of the $350,000,000.00 Expansion.”
Administrative Finance Chairman Harold Taylor stated, “How do we benefit from that
to work? What is the number?”
Parish President Jessie Bellard stated, “I forgot the number. Everybody should get a
copy of that pretty soon once SLED does their signing on that one. It has not been
brought up to SLED as of right now but it will soon be coming back up. We are waiting
on the State Sales Tax side.”
Administrative Finance Chairman Harold Taylor stated, “Okay, Ms. Nancy you had
another question.”
Councilwoman Nancy Carriere questioned, “It just came to my attention while we were
asking questions. Mr. Bellard do you have any documentation showing that Next-Era is
going to agree that we are going to get that Bond money in January? Do you have
anything to show that we are definitely going to get it?”
Parish President Jessie Bellard stated, “The Pilot Payment, yes we have that agreement
signed since a couple of years ago.”
Councilwoman Nancy Carriere questioned, “Can we get a copy of it?”
Parish President Jessie Bellard stated, “Yes.”
Councilwoman Nancy Carriere stated, “Also, are you sure that we are going to get it? I
think I asked that before.”

year.”
Administrative Finance Chairman Harold Taylor stated, “Do you have signed
documentation? We need a copy of that. We are talking about using that to pay off the
$4,600,000.00, is that correct?”

Administrative Finance Chairman Harold Taylor stated, “I would like to see the
signatures on that.”
Councilwoman Nancy Carriere stated, “I was just curious. I was looking at it and I was
thinking today, what is the worst case scenario?”
Parish President Jessie Bellard stated, “The worst case scenario is that we have a
$500,000.00 bond payment in our General Fund that is in there now. It just keeps on
paying on the bond.”
Councilwoman Nancy Carriere stated, “Okay, I just wanted to get that clarified.”
Administrative Finance Chairman Harold Taylor stated, “I just have one more
question. The Jail Annex, is it in service now?”
Parish President Jessie Bellard stated, “The Trustee Dorm, Yes sir.”
Administrative Finance Chairman Harold Taylor stated, “The Trustee Dorm, how
many Trustees do we have in there?”
Parish President Jessie Bellard stated, “I think that last time it was about 40 or
somewhat Trustees.”
Administrative Finance Chairman Harold Taylor stated, “You have capacity for 60, is
that correct?”

some of those prisoners off campus?”

Sheriff lets it help.”

Inmates in that Trustee Dorm.”

Parish President Jessie Bellard stated, “State Inmates. They had 18 of them in there.
We can’t tell the Sheriff where to put inmates. We have a little over 30 outside out of
parish inmates right now. It is down from 60 plus, that is why we are going to court.”
Councilman Dexter Brown stated, “I would just like to make a comment about the
Narcan. Yes, an ordinary person can carry Narcan. You just have to get it from one of
the Louisiana Department of Health Offices but you can get it.”
Parish President Jessie Bellard stated, “Okay, thank you.”
Councilwoman Nancy Carriere stated, “One last thing. It is not a question. I just want
to make a comment. We all received the message about Ms. Karen’s brother. I am sure
that Sherell is going to provide a plant if anybody wants to make a donation or some sort.
I am sure that she will be taking donations. We will keep her and her family in prayer.
